Completion times for Community Care Assessments
Dear North Lanarkshire Council,
I am requesting details in regards to North Lanarkshire Council's Social Work departments.
Specifically, I would like to request the following:
1) Number of requests for Community Care Assessments made by those or on behalf of those aged a) 18-64 and b) 65 and over; for the years 2012, 2013, 2014, 2015 and 2016.
2) Average times, from initial request through to completion times for Community Care Assessments for residents aged a) 18-64 and b) 65 and over; for the years 2012, 2013, 2014, 2015 and 2016.
3) Number of completed Community Care Assessments for residents aged a) 18-64 and b) 65 and over; for the years 2012, 2013, 2014, 2015 and 2016.
4) Number of Community Care Assessment requests made by those or on behalf of those that were not carried out or completed by North Lanarkshire Council for those aged a) 18-64 and b) 65 and over; for the years 2012, 2013, 2014, 2015 and 2016.
5) Number of complaints received in relation to the quality of Community Care Assessments carried out or completed by North Lanarkshire Council by those, or on behalf of those aged a)18-64 and b) 65 and over; for the years 2012, 2013, 2014, 2015 and 2016.
Some parts of this request may be easier to answer than others, and should this prove to be the case I would ask that you release available data as soon as possible rather than hold up the entire request.

If the decision is made to withhold some of this data using exemptions in Act, please inform me of that fact and cite the exemptions used.

I refer again to your email of 13 March 2017 seeking information in
relation to Community Care Assessments
In the first instance, I should acknowledge that this response falls
outwith the statutory deadline outlined in the Freedom of Information
legislation and for this I apologise.
Returning to your request and having investigated, please find attached a
document setting out information identified relative to your queries
numbered 1) to 5). Please note that for some of your queries information
is not held exactly as specified in your request and in terms of Section
17 of the Freedom of Information (Scotland) Act 2002, I must advise you of
this. That said, and in order to be of assistance, relevant information
that is held has been provided.
I can advise that North Lanarkshire Council, having regard to the
provisions of Regulation 16 of the Environmental Information (Scotland)
Regulations 2004, has established a procedure whereby any person who has
requested information in terms of those Regulations, may make
representations if it appears to the applicant that the authority has not
complied with any requirements of the Regulations in relation to the
applicant’s request. Any such representations require to be made in
writing and received by the Council not later than 40 working days after
either the date that the applicant receives any decision or notification
which the applicant believes does not comply with these Regulations or the
date by which such a decision or notification should have been made, or
any other action should be taken by the authority, but was not made or
taken. Any such representations should be addressed to the Head of
Business for Legal and Democratic Solutions at the above address.
Accordingly, if you wish to seek a review, please write to the Head of
Business for Legal and Democratic Solutions.
I would advise, also, that in terms of Regulation 17 of the Environmental
Information (Scotland) Regulations 2004, a person who is dissatisfied with
a notice given by the local authority under Regulation 16(4) of the
Regulations - ie. a notice following a review of a decision by a local
authority, or by the failure of a local authority to give such a notice -
may make application to the Scottish Information Commissioner for a
decision as to whether, in any respect specified in that application, the
request for information to which the requirement relates has been dealt
with in accordance with the Regulations. Such an application must be in
writing or in another form which, by reason of it having some permanency
is capable of being used for subsequent reference, must state the name of
the applicant and an address for correspondence and must specify the
request for information to which the requirement for review relates, the
matter which gave rise to the applicant’s dissatisfaction with the
original decision of the local authority and the matter which gives rise
to the applicant’s dissatisfaction with the decision on review by the
local authority or the failure of the local authority to issue such a
