Dear Richard Roberts
Thank you for your request for information received on 20 June 2023.
I am refusing your request under Section 41 - The information is
confidential
We consider that Section 41 of the Freedom of Information Act 2000 is
engaged. This information contains the status of individual ratepayer
accounts and can include the name, property and billing address, periods
of liability, contact telephone numbers, and whether exemptions and
reliefs might have been applied to those accounts.
This information was provided to the Council with an expectation of
confidence in relation to the Council's duty to collect business rates. We
consider that we owe a duty to the providers of that information not to
use it for purposes other than that for which it was provided.
We have concluded that there is only a limited public interest in
disclosure of this information, and consequently we conclude that there is
insufficient public interest in disclosure to outweigh the importance of
the general common law principle of taxpayer confidentiality.
Yours sincerely
C Warburton
Senior Business Rates Officer
