Complete Non-Residential / Business Property Rates Data

Dear Bury Metropolitan Borough Council,

In terms of the Freedom of Information Act of 2000, could you please provide me with a complete and up-to-date list of all business (non-residential) property rates data for your local authority, and including the following fields:

- Billing Authority Code
- Firm's Trading Name (i.e. property occupant)
- Full Property Address (Number, Street, Postal Code, Town)
- Occupied / Vacant
- Date of Occupation / Vacancy
- Actual annual rates charged (in Pounds)

I am aware that you already do provide listings of some business rates data (such as credit balances, or those receiving rates relief) but the existing data does not state whether properties are occupied or vacant (whether relief is received or not). It is also critical that the Billing Authority Code be provided for each property otherwise I am unable to reconcile your data with the Valuations Office master list.

I appreciate that properties owned / rented by individuals are personal information and such personal data (i.e. the Firm's Trading Name) would be excluded from my request in terms of Section 40(2) of the Freedom of Information Act 2000. In such cases, please provide the remaining information with the Firm's Trading Name either blank or listed as 'individual'.

Please provide this as machine-readable as either a CSV or Microsoft Excel file, capable of re-use, and under terms of the Open Government Licence.

Thanks for the reference to the data. This specifies that these are for "occupied properties". Does that imply that any vacant properties are excluded from this list?

I am following up on our correspondence of 17 March in which I requested clarification on the data provided as part of my FOI request. This has not been addressed.

I asked if the data provided included only occupied commercial premises (i.e. no vacant premises at all) or, if it includes both, if there is a field which identifies each property's occupation status.

Hi Gavin

               Apologies  for the delay in replying to your email ,
unfortunately Andrew Eland is now on leave.  Graham Wilkinson is
responsible for the running of certain reports on our system. There is no
date available for a report to be printed, I have been advised it would be
a manual exercise that would take approx 25hrs work covering over 300
properties  and this would be chargeable.

Here is a spreadsheet containing the Vacant properties.

 

The problem I have is that I would need to investigate over 300 properties
to get the empty dates. At 5 mins a property it would take 1500 mins (25
hours) this would result in a charge.

I asked if the data provided previously (http://www.bury.gov.uk/businessratesdata) included only occupied commercial premises (i.e. no vacant premises at all) or, if it includes both, if there is a field which identifies each property's occupation status.

Should I understand that the data does not specify the state of occupation, and you're saying that identifying this would take over 25 hours?
