Complete Non-Residential / Business Property Rates Data (Q2 2019)

Response to this request is long overdue. By law, under all circumstances, Waverley Borough Council should have responded by now (details). The person who made the request can complain by requesting an internal review.

Dear Waverley Borough Council,

In terms of the Freedom of Information Act of 2000, and subject to section 40(2) on personal data, could you please provide me with a complete and up-to-date list of all business (non-residential) property rates data for your local authority, and including the following fields:

- Billing Authority Property Reference Code (linking the property to the VOA database reference)
- Firm's Trading Name (i.e. property occupant)
- Full Property Address (Number, Street, Postal Code, Town)
- Occupied / Vacant
- Date of Occupation / Vacancy
- Actual annual rates charged (in Pounds)

If you are unable to provide an absolute “Occupation / Vacancy” status, please provide the Exemptions and / or Reliefs that a particular property may be receiving.

Please provide these data as machine-readable as either a CSV or Microsoft Excel file, capable of re-use, and under terms of the Open Government Licence (meaning reuse for any and all purposes, including commercial).

I last requested this data three months ago, and this is a request for an updated and current dataset.

I'm sure you get many requests for business rates and responding and managing these FOIs must be costly for you. Could I request that - as 71% of local authorities now do - you update and release this dataset via a dedicated page on your local authority website or on an open data service. I can recommend approaches for you to consider, and you should find that this reduces the time and cost of this request process.

Dear Mr Chait,

Re: Freedom of Information Request – Refusal Notice

I am writing in respect of your enquiry, dated 03 July 2019, for
information held by the Council on business rates.

Your enquiry has been dealt with under the provisions of the Freedom of
Information Act 2000 (the FOI Act).

Under section 14(2) of the FOI Act, the Council is not obliged to deal
with an enquiry if it judges the enquiry to be a ‘repeated request’.
Having carefully considered your enquiry, the Council is of the opinion
that your enquiry is identical or substantially similar to a request
received from you on 02 January 2019, which was responded to on 12
February 2019. The Council has therefore decided to refuse your request.

If we receive any further requests from you for the same information, we
will consider whether the new request is a ‘repeated request’ and if we
decide that it is, we will not acknowledge your request nor send you a
further refusal notice. If, however, the information that you are seeking
has changed since our last response, we will then deal with your request
as a freedom of information request.

In the event you are dissatisfied with the handling of your request, you
have the right to ask for an internal review, which will be carried out by
a separate Council Officer. Please remember to quote your reference number
in all future correspondence.

If you are still not satisfied with the outcome of the internal review,
you have the right to apply directly to the information Commissioner for a
