Could you please provide me with a complete and up-to-date list of all 
business (non-residential) property rates data for your local authority, and 
including the following fields: 
 
- Billing Authority Reference Code (linking the property to the VOA database 
reference) 
- Firm's Trading Name (i.e. property occupant) 
- Full Property Address (Number, Street, Postal Code, Town) 
- Occupied / Vacant 
- Date of Occupation / Vacancy 
- Actual annual rates charged (in Pounds) 
 
 
Over the last few years we have received a number of FOI requests which ask for a 
list of commercial premises within the city and outstanding business rate 
credits.  The attached spreadsheets have been created in response to these 
requests and have been published since December 2015.  They are as will be seen 
on our new web page once it is up and running; however they will be published in 
CSV format only.  The following text will also be included on this webpage. 
 
The attached data is limited to the following: 
  property reference number 
  company name (if registered as such) and address 
  company contact address where it is not an individual’s home address 
  property description 
  appropriate relief 
 
Information not supplied or removed (replaced with the word REDACTED) – 
  account references 
  all individual’s names except council staff above the level of City Manager 
  liability start date 
  date of occupation (due to the amount of time involved) 
 
Due to the way the council’s business rates systems are structured we are unable to 
provide liability start dates or write on and offs without individually examining each 
account and all the properties associated with it.  This has not proved to be possible 
within the time and cost limits set out in the Freedom of Information and Data 
Protection (Appropriate Limit and Fees) Regulations 2004.
