Dear Nicola Haynes,

Thank you for your Freedom of Information (FOI) request dated 27 April

Your exact request was:

NHS England holds some information in relation to your request.

NHS England holds some of this information. However, as the information
held is in the public domain, we will refer you to the published source
under Section 21 of the FOI Act (information accessible to the applicant
by other means).

NHS England holds some information on some sites that registered to be
listed on the National Booking Service (NBS) as a walk-in site (also known
as the grab a jab [1]website), However, we are unable to know whether they
had any walk-in appointments, i.e. operated as a walk-in centres.

The grab a jab site/find a walk-in site opened in June 2021. As such, NHS
England holds no information before that point. See the [2]news
confirmation here.

NHS England do not hold any information on walk-in sites that did not
register to be listed on the NBS. i.e. many walk-ins never chose to be
listed on the NBS and just operated locally. This information may be held
at PCN level and at individual pharmacy level. i.e. A pharmacy might have
operated at its own premises but also held a walk-in in the High Street
for a number of days.

As such, you may wish to redirect your enquiry to individual GP practices.
You can find [3]GP practice information, organised by Clinical
Commissioning Group (CCG) on the NHS.uk website.

NHS England do not hold information on non-walk-in sites, i.e. only had
booked appointments, but on a particular day chose to operate as a walk-in
so as to maximise vaccine doses or opportunistic walk-ins.

NHS England do not hold information on pop-ups, which you might consider a
walk-in. i.e. If there’s a festival on and there was a pop-up vax site for
a few days.

Please note that for the walk-in sites we do know about we don’t collect
data based on walk-in sites, i.e. a PCN might decide to hold a walk-in at
the surgery but also at a village hall, we only collect data by official
vax sites/ providers.

We hope this information is helpful. However, if you are dissatisfied, you
have the right to ask for an internal review. This should be requested in
writing within two months of the date of this letter. Your correspondence
should be labelled “Internal Review” and should outline your concerns
and/or the area(s) you would like the review to consider. Internal Review

Dear Nicola Haynes,

Thank you for your Freedom of Information (FOI) request dated 31 May 2022.

Your exact request was:

“A complete list of the dates each COVID-19 vaccination walk-in site
registered to be listed on the National Booking Service website, to
include site name and date of registration from June 2021 to date.”

NHS England holds information in relation to your request.

However, we consider that to respond to your request as it is currently
framed would exceed the cost limit as set out in Section 12(1) of the FOI
Act. Section 12(1) states that a public authority can refuse a request if
complying with it would exceed the appropriate limit of £450 (which
represents 18 hours).  This represents the estimated cost of one person
spending this time in determining whether the information is held, and
locating, retrieving and extracting the information. We have outlined
reasoning for invoking Section 12(1) below.

Firstly, its important to note that the National Booking Service is a live
system and we can only take a list as a snapshot at the time it is
downloaded.

To locate and retrieve the information you have requested would require
NHS England to access the backend system. NHS England would have to
request an extract for each day of the request (364 days, 01 June 2021 to
31 May 2022) then track each site to see when it appeared/registered. A
single site could register every day or may register single or multiple
days at any time. As such NHS England would need to look at each site and
each day separately. We can estimate there are over 3000 sites and 364
extracts which would require locating and reviewing in order to extract
relevant information in relation to your request. Due to the scope of this
request we cannot provide an exact estimate of time and cost but are
assured that it will exceed the appropriate limit as set out in Section 12
(1). As a result, this takes over the time and cost threshold in
considering an FOI request and any appropriate action to be taken.

Section 12(1) is an absolute exemption therefore we are not required to
assess the public interest test in its application.

However, if you were to refine your request for information within more
specific margins, a monthly list of sites with appointments on the 1st of
each month these sites were available for example, then we may be able to
continue processing your request.

Please note we cannot guarantee that Section 12(1) or any other exemptions
will not apply to any information requested.

Under section 16, we have provided the list from the National Booking
Service website as at 24 June 2022.

It may be helpful to note that a list of vaccination sites is publicly
available and updated regularly. This is [1]available here.

Internal Review
requests should be sent to:

anonymised and published on our website as part of our disclosure log.
