In response to Question 2021/1954 (https://www.london.gov.uk/questions/2021...), the Mayor of London only provided Keith Prince AM with a scan of the dated cover sheet and the execution page of The Amended and Restated Operating Agreement between First Group TOL and TfL executed on 16 November 2017, and did not provide a copy of the entire document as expressly requested by the Assembly Member.
Please provide me with a Complete Copy of the Amended and Restated Operating Agreement between First Group TOL and TfL executed on 16 November 2017 from which the cover sheet and execution page provided in Question 2021/1954 were extracted.

In accordance with section 21 of the FOI Act, we are not obliged to supply
you with a copy of the requested information as it is already accessible
to you elsewhere.
In addition, in accordance with the FOI Act, some financial information
has been redacted from the published contract as it is subject to a
statutory exemption to the right of access to information under section
43(2). In this instance the exemption has been applied as disclosure would
be likely to prejudice our commercial interests.
Prejudice would be likely to occur when we retender this contract in the
future. The redacted figures relate to commercial margins and corporate
insurance indemnity limits, disclosure could hinder our ability to
negotiate the best value for money for similar services in the future.
The use of this exemption is subject to an assessment of the public
interest in relation to the disclosure of the information concerned. TfL
recognises the need for openness and transparency by public authorities
but in this instance the public interest in ensuring that TfL is able to
obtain the best value for public money outweighs the general public
interest in increasing transparency of our processes.
