Dear Sir,
I write in connection with your application for information which was
received by Merseyside Police on 24/08/2009. I note that you seek access to
the following information:
(Paraphrased) incidents that have happened or police attendance at the
student halls of residence known as Grand Central, Hilbre Street,
Liverpool, L3.
This is to inform you that I can not identify any specific records /
documents that will satisfy your request based on the details you have
provided. To enable Merseyside Police to meet your request could you please
provide this office with further information. I provide some guidance that
may assist you more clearly to describe the information you require:
1) Firstly you do not provide any time parameters. Please bear in mind that
the wider the parameters, the more information that is likely to be
captured which then increased the time to deal with the application.
Section 12 of the Act contains an exemption on the grounds of cost which
translated to time, equates to 12 hours work.
2) "Incidents that have happened" is clearly a wide phrase and would
include incidents which may not have been reported to police, despite the
nature of the incident. The second part of the application occasions that
police have been called to the location is perhaps more easily searchable.
Would you be content with 'incidents logs created where the location is
shown as Grand Halls, Hilbe Street, Liverpool 3'? Where police are
informed by telephone of an incident or crime at a location, then an
incident log is created. Please feel free to redefine your application as
necessary to meet your requirement.
3) Current guidance from the Information Commissioner is that an FOI
application is only valid if it contains a (real) person's name and an
address. Whilst Merseyside Police is content to use the response address in
your e-mailed application, I regret that I must ask you to provide a full
name to allow the application to be processed. Please refer to the
Information Commissioners website for more detail. The Link on the
whatdotheyknow.com will take you to the Information Commissioners website.
After receiving your reply, your request will then be considered and you
will receive the information requested within the statutory time scale of
20 working days as defined by the Freedom of Information Act 2000, subject
to the information not being exempt or containing reference to a third
party.
However, if the requested information has not been received by one month
after the above date, I will consider that you no longer wish to proceed
with this request and it will be treated as withdrawn.
There may be a fee payable for the retrieval, collection and provision of
the information you request. If this is the case you will be informed and
the 20 working day time scale will be suspended until we receive the
payment from you. If you chose not to make a payment then your request will
remain unanswered.

Merseyside Police to locate information relevant to your request. I can
confirm that the information that your requested is held by Merseyside

To locate the information relevant to your request, searches were conducted
in the Calls & Crime Recording Bureau incident recording records.
The searches located the records relevant to your request which are on the
attached schedule.
