Complaints of bullying among PHSO staff?

As is my right under the FOI Act, i request the following info

How many complaints of PHSO staff bullying other PHSO staff were made in 2017?

How many complaints of PHSO staff bullying other PHSO staff were made in 2018?

How many complaints of PHSO staff bullying other PHSO staff were made in 2019?

How many of the 2017 complaints of bullying staff by other PHSO staff members were upheld?
Of that number, how many resulted in disciplinary action?

How many of the 2018 complaints of bullying staff by other PHSO staff members were upheld?
Of that number, how many resulted in disciplinary action?

How many of the 2019 complaints of bullying staff by other PHSO staff members were upheld?
Of that number, how many resulted in disciplinary action?

If this request is too wide or unclear, I would be grateful if you could contact me as I understand that under the Act, you are required to advise and assist requesters.

If any of this information is already in the public domain, please can you direct me to it, with page references and URLs if necessary.

If the release of any of this information is prohibited on the grounds of breach of confidence, I ask that you supply me with copies of the confidentiality agreement and remind you that information should not be treated as confidential if such an agreement has not been signed.

Good point - so obvious from case data records as all their promises are dropped under pressure to close off. Not a care for complainant in the end.

Dear Parliamentary and Health Service Ombudsman,

I understand that you are required to respond to my request within one calendar month after you receive this letter.

The parliamentary legislation of the UK required the Parliamentary and Health Service Ombuds to respond on or before 21 January 2021. This has not happened.

The double standards of the Parliamentary and Health Service Ombuds feeling you do not need to follow the laws of the UK, and still feeling you are the correct body to hold Parliament to account is extremely worrying.

As is the obvious attempt to bury the information I requested to confirm or deny a culture of bullying within PHSO.

Please rectify this ASAP.

The HSJ ran a story about the 'toxic environment' at the PHSO a few years ago:

'Exclusive: Whistleblowers expose 'toxic environment' at PHSO

Hundreds of new investigations carried out by the NHS ombudsman are “relabelled” assessments and being carried out by staff who face “unachievable” targets in a “toxic environment”, according to six whistleblowers who have spoken to HSJ.'

March 2020 minutes:

'6.2 There was still a worrying (if reduced) score in respect of bullying; had the trend been analysed and had enough been done to address this? We have analysed trends in respect of the reported sources of bullying, and have implemented a range of activities to address these, internally and externally.Does the persistence of experience of bullying/harassment hide underlying issues of sexual harassment which staff are unwilling to report by other means? There is no indication that this is the case. We are confident that our Freedom to Speak up Guardian would be used by staff to express any such concerns.'

'14. Freedom to Speak Up Guardian (FTSUG) Annual Report

....

14.22 The FTSUG had received 24 contacts from staff, of which 21 were from Operations staff. 22 contacts were taken on as cases, of which 21 were concluded during the year as detailed in the report.'

Discrimination and mental harm have been a feature of my experience with the PHSO and have been the subject of many complaints and FOIs on the matter.

After a vacant response from PHSO Chief in 2018, I discovered through PHSO-delayed SAR request that NHS and PHSO had not only colluded but each had failed to supply me with incriminating evidence which had given to very inappropriate and offensive comment made to me by the caseworker (working under a complaints manger) responsible for closing my complaint. The PHSO refused to give justification, against complaint Principles.

Prejudice and collusion are key features where caseworkers just want to reach their deadline for closure, and don't have the time or skills to spot unsupported and outrageous NHS claims.
