Dear Flintshire Council,
It has been reported that there have been long term problems with Anti
Social Behaviour and Harassment towards certain residents and former
residents of Sidney Hall Court, Llwyni Drive. This is supposed to be a
sheltered housing scheme.
Please state how many complaints you have received concerning these
matters over the past 5 years.
How many people have applied to be rehoused on these grounds in the same
period?
How many people have been rehoused due to these problems in the past 5
years?
What steps is Flintshire Council taking to remedy matters given that
vulnerable, older people are involved and being targeted? Have Social
Services been asked to investigate?

Dear Flintshire Council,

I am writing to request an internal review of Flintshire Council's handling
of my FOI request 'Complaints of Anti Social Behaviour and harassment at
Sidney Hall Court, Llwyni Drive, Connah's Quay.'.

The response from Jennifer Coppack does not address the information which
were requested in the original request. The FOI request asked for details
of complaints made to Flintshire Council relating to Anti Social behaviour,
abuse and harassment at Sidney Hall Court, Llwyni Drive.

it is known as a fact that complaints have been made to Flintshire Council
about the appalling situation that has existed in Sidney Hall Court for
some time. People have applied for re housing due to the failures to
address problems there. There must be some records kept which detail all
complaints made to Flintshire Council which relate to the situation at
Sidney Hall Court.

Dear Mr Rees-Williams,

I write in connection with Mrs Jennifer Coppack, Senior Customer Support
Officer email dated 3rd November, 2015 and your Freedom of Information
request R010973. Your latest correspondence has been passed to my office
for review in accordance with the Council’s FOI complaints procedure.

I understand in your original request for information you said it has been
reported that there have been long term problems with anti-social
behaviour and harassment towards certain residents and former residents of
Sidney Hall Court, Llwyni Drive. You asked the Council to state how many
complaints it has received concerning these matters over the past 5 years.
Furthermore, you asked how many people have applied to be rehoused on
these grounds and how many people have been rehoused due to these
problems. Mrs Coppack said she was unable to give the information because
the complex belongs to Wales and West; the contact details were provided.

You requested a review because you say Mrs Coppack’s response does not
address the information which was originally requested. You state it is
known as a fact that complaints have been made to Flintshire Council about
the appalling situation that has existed in Sidney Hall Court for some
time and people have applied for rehousing due to the failures to address
problems there. You say there must be some records kept which detail all
complaints made to Flintshire Council which relate to the situation at
Sidney Hall Court.

I have reviewed the Council’s Compliments, Comments and Complaints
database and I can confirm that the Council does not hold the information
you have requested. There are no complaints of anti-social behaviour or
harassment held for the address given over the past 5 years. Furthermore,
I have confirmed with the anti-social behaviour officers for Housing that
they have no reported incidents in the past 5 years.

If you remain dissatisfied with the outcome of your complaint, you have
the right to apply directly to the Information Commissioner for a
decision. The Information Commissioner can be contacted at:
