Complaints about Operators and Taxis
Dear Sheffield City Council,
I trust this letter finds you well. I am writing to submit a formal request under the Freedom of Information Act pertaining to complaints within your Licencing Team that are recorded about Private Hire Operators, Private Hire Drivers and Taxi Drivers.
Details regarding the nature and circumstances of each incident or complaint, including but not limited to:
Date and time of the incident or complaint.
Description of the incident or complaint.
Steps taken by the driver or operator to address and resolve the incident or complaint.
Any outcomes or resolutions resulting from the incident or complaint.
Please can you provide me a list of these complaints, from the period of 2018, along with the action & resolution taken by the licensing team.
Please treat this letter as a formal request under the Freedom of Information Act. And I do not wish to be charged for this request.

Please find Sheffield City Council’s response to your request set out
below:
The information you have requested is exempt from disclosure under section
12 of the Freedom of Information Act 2000. Sheffield City Council does
hold the information you have requested. However, we do not record the
information in a format that allows us to produce an electronic report of
this. Therefore, we would have to carry out a manual search of our
records. The Licensing Service has received 1402 complaint from 1^st
January 2018 to date. These will mostly be in relation to taxi drivers,
vehicles, and operators; however, a small number will be in relation to
Licensed premises or other areas of licensing. We estimate that we would
need to search 1402 records and that it would take 30 minutes to search
each record to identify and summarise each complaint. Therefore, it would
take us 701 hours to collate the information, which is more than the cost
limit of 18 hours or £450 specified in the [1]Freedom of Information and
Data Protection (Appropriate Limit and Fees) Regulations 2004 (SI 2004 No.
3244).
Under section 16 of the Freedom of Information Act 2000, we have a duty to
provide advice and assistance to requesters. We may be able to produce a
list of complaints from 1^st January 2018 to date which would state the
date the complaint was received and a categorisation of the type of
complaint it is (e.g. driving standards, driver attitude, vehicle
condition etc). If you would like to narrow down the focus of your
request, we would be happy to process your revised request as a new
request for information under the Freedom of Information Act 2000.
