As you can see, our tech people got the e-mail system working 
slightly quicker than I expected.
The problem that we have here is that we are not allowed to 
place a disabled person's parking place opposite a junction. To 
do so could be seen as encouraging drivers to park here. In 
addition, we do not provide parking places when the resident has 
off-street parking available.
In view of this, my advice would be to explore a way of providing 
off-street parking which satisfies your needs. As I said in my 
telephone call, this is not something that Highways can help with 
as we can only become involved in highways issues.
If, hypothetically, you do arrange for off-street parking, please 
come back to us as we could then consider providing a white 
"keep clear" marking to ensure that any access provided is not 
parked across.

Hello
Thanks for the e-mail.
I dealt with 
 request for a disabled person’s parking 
place in March of this year.
Unfortunately, 
 request was turned down because it 
failed to meet two of the criteria required for a marking to be 
provided. The two problems were that 
 has off-street 
parking within the grounds of his property which he can use for 
parking and his proposed parking place would be immediately 
opposite a junction.
When I wrote to 
,   came back to me and, in the 
telephone conversation that followed, it appears that what
 
 really requires is some means for him to get from the 
parking area actually into 
house. I explained that, 
unfortunately, that was not something that I could help with and 
that was the extent of highway’s involvement in this matter.

Cars leaving the traffic lights at Lockwood bar start to pick up 
speed and then accelerate really fast in the anticipation of 
turning left off Bridge street to start climbing Lockwood Scar. 
Cars rarely indicate to turn left until they are at full speed and are 
actually making the turn. Trying to cross Lockwood Scar where it 
meets Bridge street, towards the Lockwood pub/scar cafe is 
almost impossible and is very risky. Pedestrians have to turn 
around to check for cars and then when they start crossing the 
road they risk being hit by a fast moving car that wasn't there 
when they checked to cross to the island. I am a fairly fit person 
but find I have to run across to the island. With children or as an 
elderly/disabled person it must be impossible to cross the road. 
Is there anyway you can encourage drivers to slow down on 
Bridge street as there is no need to build up speed to climb 
Lockwood scar until after the turn has been made?

Road to go up Lockwood scar, just in front of the Lockwood Pub

Parking and other issues on the junction of Whitehead lane and 
Lockwood Scar. On the 7th October 2010 a large lorry had to 
force it's way through parked cars and a wall, damaging the wall 
and lorry. The police attended and measurements taken. 
Between the wall and van it had only a clearance of 11 feet, 
clearly an obstruction of the highway. This needs urgent action 
before a more serious accident happens on this corner. 
Furthermore there is a more urgent issue still outstanding and 
that is the wall itself. The wall is broken, stones have fallen on 
the road and it is unstable. I have already seen a woman with a 
pram walk bellow it, the worst senario would be to kill somebody. 
I assume the police would have made a report about it and the 
council sends somebody to check it out. But I fear it's 'can't care 
Kirklees'. I say this as I have already complained about this 
junction to the Highways Department, police and my local 
councillor 
 and I am still awaiting a reply from

The hawthorn hedge is now hanging onto the public pathway 
reducing this to half it's normal width.  This is made worse by the 
fact that it is a narrow pavement that is set down from the road 
with railings at the side of it.   You do not have any option but to 
walk on the narrow pavement, with hawthorn hedge scratching 
your arms as you walk.

very dangerous and slippery road conditions, most likely caused 
by a fuel spillage. Last night Huddersfield Star Wheelers had 
their regular Tuesday evening group ride.  At the end of the ride 
we had 3 groups of riders coming back into Huddersfield along 
Woodhead Road.  As they entered into the left hand bend at the 
end of the road by Lockwood scar 5 very experienced cyclists 
lost complete control of their cycles despite only travelling at the 
appropriate speed for the time of day and conditions.  3 of the 5 
cyclists slid all the way over into the oncoming traffic but were 
very fortunate as at that time there was nothing coming from that 
direction.  Although the injuries incurred were relatively minor 
and the damage caused to the cycles, which still has to be fully 
evaluated, limited in my capacity as road ride secretary for HSW 
I would like to ensure that this stretch of road is cleaned as a

the constant beeping as cars try to make this turn almost 
crashing in the process.
Bridge street is a very busy street especially in peak hours. 
Police, ambulance and even fire brigade use this road on a daily 
basis. This means that it can be even more hazardous to turn at 
these times. I really think the council should consider taking 
action to amend this junction.

An accident occurred yesterday (Thur 7 Oct) at the junction 
where Whitehead Ln meets Lockwood Scar. A lorry destroyed a 
significant section of the retaining wall there due to being unable 
to leave the junction. I captured the whole event on camera and 
the subsequent arrival by the police on the scene. This accident 
occurred due to obstructive parking along Whitehead Ln. This is 
an issue that had been reported to the council earlier this year 
and had been looked at by a 
 by the name of

there was a problem. 
 later emailed me to say that the 
council were not prepared to act on the issue.  
Action Required 
The police reported the accident to the council. It's now 36 hours 
later and there has been no visit to ascertain the danger to the 
public. There are large (100kg) stone blocks hanging 
precariously over the pavement at between 6-10ft high. Have 
someone come out with a matter of urgency to cordon off the 
wall before a serious accident occurs. If one of these blocks 
were to fall on a passer-by the council could have a preventable 
death on its hands.

Parking and other issues on the junction of Whitehead lane and 
Lockwood Scar. On the 7th October 2010 a large lorry had to 
force it's way through parked cars and a wall, damaging the wall 
and lorry. The police attended and measurements taken. 
Between the wall and van it had only a clearance of 11 feet, 
clearly an obstruction of the highway. This needs urgent action 
before a more serious accident happens on this corner. 
Furthermore there is a more urgent issue still outstanding and 
that is the wall itself. The wall is broken, stones have fallen on 

the road and it is unstable. I have already seen a woman with a 
pram walk bellow it, the worst senario would be to kill somebody. 
I assume the police would have made a report about it and the 
council sends somebody to check it out. But I fear it's 'can't care 
Kirklees'. I say this as I have already complained about this 
junction to the Highways Department, police and my local 
councillor 
 and I am still awaiting a reply from

I Emailed you 21.12.10 concerning damage to this wall, and you 
sent someone to repair it.Unfortunately, it appears that a large 
vehicle has struck it, and a  section has been pushed out of 
place, at the top end.It is once more in a very dangerous state, 
and liable to collapse onto the road, possibly damaging vehicles 
or persons.
Please come and have a look, and ideally rebuild the damaged 
portion, as soon as possible, We have recently suffered the theft 
of Yorkshire stone pavers and coping stones on our street, so it 
is advisable to do repairs ASAP.
