Approaching this from a slight different angle, I've made a FoI request regarding highway obstructions in Wandsworth.

Request for Information - 2017/15373 - Complaints about bikes

I refer to your request for information received on 07/08/2017. Please see
the information below in response to your request: -

bikes obstructing places each month so far for 2017 and how many were by

We keep an overall log of the number of obstructions reported and it is
not possible to define the number specifically relating to bikes. The
following breakdown is available for 2017:

Jan – 25

Feb – 34

Mar – 35

Apr – 31

May – 31

Jun – 19

Jul – 27

While each enquiry is investigated by an officer and the appropriate
action taken, it is not possible to provide the evidence as information is
not contained in a database. There were 5007 reports between Jan 17 & July
17 inclusive. To provide a breakdown of 202 reported obstructions would
require the review of 5007 reports. We estimate that it would take
approximately 2 minutes to review each report, equating to 30 reports per
an hour. Therefore, we estimate that is would take 166.9 hours to extract
the required information. This would exceed the overall cost limit of 18
hours dedicated staff time and so is exempt under S12 of the FOIA.

Taking into account what you said, I would like to know how many complaints were made against bikes as obstructions in July, and how many of these were the yellow obikes.
Please also send me details of the mayors bike scheme.
