Dear Northumbria Police,

I would like details of Northumbria Police Chief Officer allowances, day-to-day spending and all amounts claimed (paid to each Chief Officer) for household bills.

I would like the information for the previous 12 months and breakdown of every payment (all amounts) paid to each of Northumbria Police Chief Officers by name. This request is also for details, reason for payment each payment eg (medical, home and car insurance, car, all credit card, rent payments, membership, subscription payments. Property, moving house, vehicle maintenance costs. All amounts claimed for travel, hotels, hospitality, mortgage payments, breaks, holidays, gifts, food, meals refreshments, entertainment and for all electronic devices etc.

Please also disclose copies of all Northumbria Police Chief Officer credit card statements which shows all amounts spent. I am requestings all statements for October, November and December 2016. January, february, march, april, may, june, july, august, september, october and november 2017.

Northumbria Police should be open and transparent with the public. They should make full disclosure to the public for all amounts paid from public funds. Mark Polin, who is representing chief officers, said: ‘Leaders of the police service recognise the need for greater clarity and transparency. The proposals agreed are a further step towards achieving this.’

Home Secretary Amber Rudd vowed to step in after learning police leaders were exploiting loopholes in outdated regulations.

She said ‘professionalism and integrity’ should be at the heart of all aspects of policing and those who lead must demonstrate the highest standards.

The Home Office said forces must now contribute to a centralised public record of police pay and perks for the first time.

This will include full details of their pay, rewards packages, gifts, hospitality and outside interests.

Thank you for your e mail dated 17th November 2017 in which you made a
request for access to certain information which may be held by Northumbria

As you may be aware the purpose of the Act is to allow a general right of

Following receipt of your request, searches were conducted within
Northumbria Police. I can confirm that the information you have requested
is held by Northumbria Police.

 

I am able to disclose the located information to you as follows.

 

Chief Police Officer’s Pay and allowances are published annually within
the Statement of Accounts. (Last one being 2016/17 pay published in
September 2017).

Chief Police Officer’s Expenses are published on the Force website. This
will include their travel, hotels, food etc. See below links.

Chief Police Officers do not have personal credit cards issued to them.

 

All Chief officers have their Chief Police Officer Staff
Association(CPOSA) subscription fees and (CPOSA) Reactive Insurance fees
paid for by the force. For 2017/18 these are £450 for subscriptions and
£4,019 for reactive insurance for each officer.

 

Additionally, in relation to other Chief Officer claims/payments we are
considering the public interest and Section 40(2) for this part of the
request, however rather than extending your whole request whilst we
consider its application we have supplied a response to the remainder of
your request. Those parts that we are considering Section 40 for will be
addressed and the response conveyed to you at a later stage.

 

With regards to Business Interests register. These are also published
regularly and can be found on the Northumbria Police website. The
information for the years 2009 to 2016/17 are released and can be found by

The delay, the refusing to deal with FOI requests relating to public money could be seen as further evidence of corruption by NP.

My request, the review request could not be any clearer.

NP have not dealt with my request which included; "I would like details of Northumbria Police Chief Officer allowances, day-to-day spending and all amounts claimed (paid to each Chief Officer) for household bills." That information has not been disclosed. Furthermore, the requested information has never been disclosed by NP in the past. Nor is it included within previous NP public disclosures.

I have compelling evidence that NP, including its CC - others, have deleted and or destroyed data and information to cover up, suppress corruption and to protect themselves for embarrassment.

Please deal with my request. The information that I have requested has never been disclosed by NP to date. Nor is in included within any of the links you included. This request relates to public money, NP will account for it. They can';t continue with these delays, the concealing and suppressing just so that they can cover up.

As you quite rightly state, this information does relate to public money and that is why it is routinely published.

The Statement of Accounts is published each year and is open for public viewing. These are published both on the OPCC and Northumbria Police websites and go back to 2008
The Gifts and Hospitality register, and the Business Interests register are also published and are open for public viewing. These can both be found on the Northumbria Police website. The Business Interests register goes back to 2009. The Gifts and Hospitality/Gratuities Register goes back to 2009
Chief Officer expenses claims are published and open for public view and scrutiny. These are also on the Northumbria Police website. These go back to 2011.

If you consider that we have not fully answered your request please advise specifically which parts you consider have not been responded to and we shall gladly revisit those specific queries to establish if we can add further.

It is acknowledged that many of your previous requests have been classed as vexatious and have been seen as attempts to further your campaign against the Force and as attempts to abuse the FOI process through their volume and the fact that each request is invariably followed up by request for internal review even when fully responded to. With this in mind I must ask to be as specific as possible when describing which part of your request has not been responded to.

Dear Freedom of Information Mailbox,

I repeat that the information that I have requested, as above clearly shows, has not been disclosed. Nor is it included within the links, pages that you refer to. Moreover, some on the information on the PCC web page only covers payments over £500.00. My request was for all information that relates to payments of £499.99 or less.

You claim; "It is acknowledged that many of your previous requests have been classed as vexatious". It is correct that some of my requests have been classed as "vexatious". However this, as you / NP, are well aware was as a direct result of your information department lying to ICO and its staff (in secret - in p-hone calls and correspondence) about me, Also, because of lies, false and very damaging passed to ICO (and others) by corrupt staff, police officers (including T/CC Winton Keenen and his munchkins) who have been involved in the cover up, the corruption relating to my and my cases.

regards "Campaign" ... what I am doing is exposing corruption at NP concerning my cases. NP have been destroying documents (and concealing others) those which are my personal data. This has been done to cover up past gross misconduct and criminal offences by Bent NP officers who have been involved with my cases.

I reported the below - published in Sunday Times, Burglary arrest of Northumbria Police chief singer son 'hushed up', today, 21 January 2018 - to Winton Keenen. He did nothing about it, he suppressed it. You will be aware that former ACC Vant was Winton Keene's boss at the time.

For 12 months Wionton Keenen (while DCC) and his PSD did nothing. It was only after I contacted him again (and the IPCC) that he took action. Had I not done so he would have continued to cover it up. The only "abuse" - and a great deal more - concerning my cases is on the part of NP, Winton Keenen and those other corrupt officers and staff working under his direct and control (when it concerns me and my cases).

PLEASE pass a copy of the reply to Winton Keenen so that he is aware of it.

NP, T/CC Winton Keenen and co can lie, cover up and continue with their corruption, as they have been, so far as I and my cases are concerned. They can huff, bluff and puff all they like. I will continue to expose them and their corruption.

Burglary arrest of Police chief's singer son 'hushed up'

A Northumbria officer paid compensation to a victim and colleagues deleted records of the £30,000 crime

A senior police officer's son was arrested on suspicion of burglary - but he was not charged, his father compensated the victim and details of the incident were deleted from the force's database.

Matthew Vant was questioned under caution on suspicion of burglary and criminal damage when he was a 19 year-year old university student after a party at his flat spilt over into a shop downstairs.

Detectives who went to the shop, a Cartridge World in Sunderland, found ink all over the walls, while a vintage record collection and several computers were missing. The investigating officer estimated the damage to be £30,000.

Vant is the lead singer of a punk rock band, also called Vant, who have performed at Glastonbury festival and on BBC Radio 1. His father, Greg, is a former assistant chief constable of Northumbria police.

Following the arrest of his son in November 2009, the force authorised the matter to be settled through the community resolution scheme with the shop owner receiving an apology and £1,000 from Greg Vant, who was still serving at the time. Such settlements do not lead to a criminal record.

He said his son had been "stupid" but was not guilty of any criminal offence. Northumbria Poilice said the IPCC "found no evidence of misconduct".

A Northumbria officer paid compensation to a victim and colleagues deleted records of the £30,000 crime

A senior police officer's son was arrested on suspicion of burglary - but he was not charged, his father compensated the victim and details of the incident were deleted from the force's database.

Matthew Vant was questioned under caution on suspicion of burglary and criminal damage when he was a 19 year-year old university student after a party at his flat spilt over into a shop downstairs.

Detectives who went to the shop, a Cartridge World in Sunderland, found ink all over the walls, while a vintage record collection and several computers were missing. The investigating officer estimated the damage to be £30,000.

Vant is the lead singer of a punk rock band, also called Vant, who have performed at Glastonbury festival and on BBC Radio 1. His father, Greg, is a former assistant chief constable of Northumbria police.

Following the arrest of his son in November 2009, the force authorised the matter to be settled through the community resolution scheme with the shop owner receiving an apology and £1,000 from Greg Vant, who was still serving at the time. Such settlements do not lead to a criminal record.

So why then do you send me that like, add it to your reply if, as you are now claiming, "is not relevant to your query." ?

As I said, you, NP have not dealt with my request, Please would you now do so. Why is it when it comes to monies claimed, paid to Northumbria Police Chief Officers that those very same officers use, abuse their Information Unit to suppress and cover up same. What have Northumbria Police Chief Officers got to hide. What are they concealing from the people who pay for it. And who pay their outrageously generous salaries (and for their perks and benefits etc)

Wise up.... how can you even claim: "We have tried to assist you on this matter however you have not been forthcoming in trying to assist us to do so." All you, NP have done is cover up and suppress information relating to this request. The same information that HMICFRS has stated in its latest report on NP that should be disclosed to the public.

Good old "vexatious"... what would corrupt NP do without it? For the record, I have not been "abusive/ aggressive". This is more NP lies. It is noted that you have not included any evidence?? Because there is none. Your Command Block, your legal & info departments - the same old corrupt ones when it concerns me, my cases) are working overtime. The truth is that the truth hurts and no amount of NP lies can change that, that being the real reason for continually gagging me and doing so illegally.

It makes a change, for the past 10 years or more, the lies and false cries and claims of "vexatious" - used in my cases - were based, according to NP, on my having already made the same requests. There was no evidence at all to back up those NP lies and false claims. Lets be clear, the real reason, apart from above, why NP, its Info and legal department have not dealt with my requests is as a result of their covering up, suppressing information relating to very serious corruption by NP (including by some of its most senior and Chief Officer- past and present when it concerns my cases (as well as others I have made FOIA requests).

Those who need to know are already aware that NP is one of the most corrupt, if not the most corrupt, force in the UK. I know better than most that NP will do, say anything - including break the law - to protect themselves, the force (including former officers) from being exposed, being involved in such corruption.

You sound like T/CC Keenen or perhaps Richard Heron - NP legal dept, ??, who it seems is writing all replies sent to me;

I will tell you, as I did Corrupt Winton Keenen - when it concerns me, my cases) there is no evidence to back up these NP, A/CC Winton Keenen lies, very damaging claims against me of "unfounded accusations" even Bigger lie, that is noted has not been included on this public forum, that my comments are defamatory. Winton Keenen has been emailed by me many times asking him to supply details of what "defamatory" comments he is referring to. He has never responded. Those lies were included within an email from Winton Keenen but were intended for the eyes of others including, ICO.

All statements and comments I have made, in correspondence and in public, are based on statements of facts. And on the truth. They are also backed up by compelling evidence. As you, NP will also be aware, and more importantly, they remain unchallenged, have done for more than 10 years.

It is open to T/CC Winton Keenen, NP and or any other officer to take legal action against anyone if they believe they have been defamed. No such action has been taken by them in my case. They will, I suspect, have sought, been given lots of legal advice (paid for by the public - not them). The advice, so far as I, my cases are concerned, would have been (and will be) same each, every time. That they don't have a leg to stand on. The truth will always stand and the Northumbria Police lies will fall.

Fyi; Truth - Truth provides a full defence to an action of defamation. It requires the defendant to show that that the imputation conveyed by the statement complained of is substantially true. Therefore the onus is on the defendant.

Honest Opinion - This new defence will replace the common law defence of fair comment. A defendant will have to meet the following three conditions to establish the defence of honest opinion:
The statement complained of must be an expression of opinion
The statement complained of must indicate the basis of the opinion
The opinion must be one that an honest person could have held on the basis of a fact which existed at the time the statement was published or a privileged statement published before the statement complained of.

I will let you into a wee secret. I have already told your A/CC Winton Keenen, NP that I would relish an opportunity to go toe to toe with him, NP in any court, hearing. I have loads of questions that I would want to ask. The same questions, he, NP have ignored, failed to answer during the previous 18 years. Only because he, NP have been covering up the corruption in my attempted murder, NP's smearing / dirty tricks campaign against me. And also the criminal conspiracy between NP, MI5 and HMG that began on the day, 17 June 1999, of my attempted murder. Which continues to this very day.

NP including A/CC Winton Keenen has been covering up IRA involvement in my attempted murder. Those who tried to murder me have also been protected from arrest. NP botched my attempted murder investigation as a result. This list goes on and on And on ......

Would you please answer my request which included; "I would like the information for the previous 12 months and breakdown of every payment (all amounts) paid to each of Northumbria Police Chief Officers by name. This request is also for details, reason for payment each payment eg (medical, home and car insurance, car, all credit card, rent payments, membership, subscription payments. Property, moving house, vehicle maintenance costs. All amounts claimed for travel, hotels, hospitality, mortgage payments, breaks, holidays, gifts, food, meals refreshments, entertainment and for all electronic devices etc."

You have supplied me a link which relates to NP's statement of accounts. Such you are well aware that the above information is not included within that document, nor has the requested information be published previously. I would like you to disclose all of the non exempt information without delay.

I note you have read my other requests to other police forces. I take it you will now be withdrawing your previous false claims (lies) about me and saying sorry? I didn't think so.
