Competence of highways inspectors inspecting footpaths
Dear Essex County Council,
Please supply me with the following for all current footway defects recorded in Holland Road in Frinton-on-Sea
▪ Date and time of inspection
▪ Identity of the lead inspector
▪ Weather conditions and footway surface state
▪ Type of inspection
▪ Identity of secondary inspector (if applicable)
▪ Notes of any issues or concerns noted by the inspector.
▪ General photographs of the footway that was inspected.
I also require:
▪ Date and time that the defect was recorded
▪ Identity of the inspector
▪ Description of the defect (including any measurements)
▪ Location of the defect
▪ The assessment scores and Risk factor score
▪ The defect priority
▪ Linked photographs
In addition I require:
For every inspector listed in (both of) the above:
▪ when they were assessed against the Highway Inspections Competency Framework
▪ evidence to be provided that they met the minimum standards for their role

I note that part of the response is a refusal to provide some of the information I have requested on data protection grounds. I am minded to have a formal review undertaken on this point but would like to give you the opportunity to resolve this matter without going to review. It is my view that the identity of the individual(s) concerned in this request does not need to be made public, and the identity(ies) could be redacted. The requirement from me is that I wish to see evidence that the proper training has been undertaken by those making decisions on these defects not their identity.
Please let me know wether you wish to continue with your refusal given this clarification.
