Competence of complaints department staff.

Could you advise on whether all staff employed within the NHS Lothian Complaints department who investigate complaints against the above authority have have an employment record with an extensive medical background.

Or to put it more simply what qualifications are needed to be employed by the Complaints Department of NHS Lothian?
