Dear Mr Hall

Thank you for your message below. You ask why your two FOI requests had
been treated together. Guidance from the ICO states that:

When a public authority is estimating whether the appropriate limit is
likely to be exceeded, it can include the costs of complying with two or
more requests if the conditions laid out in regulation 5 of the Fees
Regulations can be satisfied. Those conditions require the requests to
be: 

· made by one person, or by different persons who appear to the public
authority to be acting in concert or in pursuance of a campaign;

· made for the same or similar information; and

· received by the public authority within any period of 60 consecutive
working days.

This is why we aggregated both requests into a single response.

You are, of course, welcome to make a new request for the information you
require, bearing in mind our previous answer regarding the cost to us of
compliance of your previous request, and how we hold the information.
Please note that while the FOIA does not entitle a requestor to split a
large request over multiple requests so as to avoid the appropriate limit,
this does not affect your public right to know, should you request
information that is specific and can thus be answered within the
appropriate limit.
