Comparison of current all cause mortality with the 5 year average

We're waiting for Steve Hall to read recent responses and update the status.

Dear Office for National Statistics,

I understand that the figure used in England and Wales for the 5 year average "age-standardised" mortality rate is adjusted back to the 2013 European standard population.

Can you please confirm if the same population adjustment calculation is applied to the current year's mortality figures when they are compared to the 5 year average? I am unable to see anything in the public domain which states if this is the case or not.

Dear FOI Team,

I don't believe that the ONS have properly answered my question. They have confirmed that the 5 yr average mortality is adjusted to the 2013 European Standard Population.

However, my question asks whether the current mortality figure for 2020 (ie 1 year not the current 5 yr average) is also adjusted to the 2013 European Standard Population when the media are comparing it to the 5 yr average in order to calculate excess deaths.

Dear Steve,

Thank you for your email. We have looked into your Freedom of Information response.

Your Freedom of Information request stated: Can you please confirm if the same population adjustment calculation is applied to the current year's mortality figures when they are compared to the 5 year average?

We responded that, yes, we can confirm that this is true. The same population adjustment is used.

Our Health Data Team have further confirmed that when producing any mortality rate, they use the 2013 European Standard Population. This is for five-year average data, and for single year data.
