I would like to submit a Freedom of Information Request comprising of the questions below so that we can proficiently anticipate your needs at such time when your catering/FM contract comes to tender.

ESS Government services have already successfully provided catering/FM contracts for numerous departments and would welcome the opportunity to take on further government contracts in the future.

Is a catering restaurant or café provided on the premises?
What are the addresses of the buildings in which the restaurants or cafés are located?
Who is the current catering incumbent of the catering contract?
What is the catering value? (Or is it nil subsidy?)
Are the catering facilities shared with other departments?
When is the catering service contract due for re-tender?
How will it be re-tendered?
Is the contract part of a PFI?
Is it part of an FM contract? (and if so, what services are also included in the contract?)
Who provides the other soft FM services?
Who will be the main person leading on the tender during the formal tender process?
When will the tender notice be issued?
Where will the tender notice be issued?
When is the tender due for release?
Is it on the CCS framework?
Who in the department is responsible for the management of the contract?
How many people are there on-site per day?

FREEDOM OF INFORMATION REQUEST

With reference to your email dated 20 February 2020 in which you have
requested information regarding the catering/FM contract at Companies
House. Your request has been considered under the Freedom of Information
Act 2000.

Yes

Who is the current catering incumbent of the catering contract?

Aramark

 

What is the catering value?  

Approximately 20K per year

 

Are the catering facilities shared with other departments?  

Yes.

 

When is the catering service contract due for re-tender?

Contract end date is 30 April 2021, there is however an option to extend
for a further year.

 

How will it be re-tendered?

Via a Framework, Crown Commercial Services or similar

 

Is the contract part of a PFI?

No

 

Is it part of an FM contract? (and if so, what services are also included
in the contract?) Who provides the other soft FM services?

No; Other soft FM services provided by Security, Cleaning and Building
Maintenance is via ISS

 

Who will be the main person leading on the tender during the formal tender
process?

Some information falling within the scope of your request constitutes the
personal data of third parties. I consider that it would be unfair to
disclose this information under the FOIA and therefore that such a
disclosure would breach the first Data Protection principle. My view is
that this information is exempt by virtue of section 40(2) FOIA.

 

When will the tender notice be issued?

Procurement Strategy yet to be decided but if it is via a Framework no
notice will need to be issued.

Around 01 June 2022

 

Is it on the CCS framework?

No

 

Who in the department is responsible for the management of the contract?

On site, the contract is managed by our procurement department.

 

How many people are there on-site per day?

1500

 

If you are dissatisfied with the result of your request for information
you may request an internal review within two calendar months of the date
of this email. The case will be reviewed by a senior member of staff who
has had no previous involvement in this case. The internal review will
only consider the way your request for information has been handled and
whether the exemptions used have been correctly applied. The reviewer will
not look at any other issues you may have with Companies House.
