1. Has your local authority got a community team that supports adults with
a learning disability (aged 18-64) specifically?

 

2. Does the team have professionals in it with expertise in assessing and
managing behaviour that challenges in adults with a learning disability?

If so, please list the number and type of these professionals. Please give
this information for the last 3 financial years (2013/14, 2012/13,
2011/12).

 

3. How much money is spent on behaviour expertise in the community team(s)
to support adults with a learning disability specifically? Please give
figures for the last 3 financial years (2013/14, 2012/13, 2011/12).

 

4. Has your local authority got a community team that supports children
with a learning disability (aged 0-18) specifically?

 

5. Does the team have professionals in it with expertise in assessing and
managing behaviour that challenges in children with a learning disability?

RESPONSE

 

1.    Yes, there are two elements of the East Sussex Community Learning
Disability Teams, comprised of Resource Officers and Social Work staff and
managers who are employed by ESCC and Specialist NHS Health Practitioners
employed by Sussex Partnership Foundation NHS Trust.  The teams are
co-located and work in partnership.

2.    Yes. There are two Adult Social Care Community Learning Disability
Teams in East Sussex. In total these teams are comprised of 16 Resource
Officers and 15 Social Workers with 2 Practice Managers who are also
qualified Social Workers. This has been the same for the past three
financial years. 

3.    Specific behaviour expertise is sought through our health colleagues
in Sussex Partnership Foundation Trust who have workers who assist and
offer advice around challenging behaviours. The ASC teams are co located
with our health colleagues. Please redirect this question to the Sussex
Partnership Foundation Trust as we do not hold that information.

4.    East Sussex County Council (ESCC) has a Children’s Disability
Service, supporting children and young people with learning disabilities.
The service comprises social work teams (Duty and Family Support) as well
as Community Resource teams providing short breaks, support, advice and
training to children, young people and their families. 

5.    Social work teams are made up of social workers, senior
practitioners, practice managers and operations manager. All hold
nationally recognised social work qualifications and specialise in all
aspects of disability.

Community Resources staff access a mandatory, rolling PRICE training
programme provided by in house trainers that includes theory and
de-escalation techniques as well as physical intervention techniques. The
manager of the Direct Intervention Team holds a BSc Intellectual &
Developmental Disabilities and is in the final year of an MSc Analysis &
Intervention in Intellectual Disabilities.  There is a Positive Behaviour
Support team, the manager of this team is an advanced level PRICE trainer
and is currently studying for an MSc in Applied Behaviour Analysis. Both
practitioners in the PBS team have practical experience in supporting
children and young people with challenging behaviour and are both
undertaking a BTEC Diploma in Positive Behaviour Support.

Social Work Qualified (2013/14, 2012/13, 2011/12):

Operations Managers: 2 fte,

Practice Managers: 2 fte

Senior Practitioners: 4 fte,

Social Workers: 10 fte

BSc Intellectual & Developmental Disabilities: 1 fte (2013/14, 2012/13,
2011/12).

6.    £92,000 (2013/14, 2012/13, 2011/12) (Percentage of Direct
Intervention Team manager + Positive Behaviour Support Team manager + 2
fte Positive Behaviour Support Team workers).
