Thank you for the Freedom of Information request that you submitted to Glasgow Life on 11th
January 2024 regarding community rates for hall and room hire.
We confirm that Culture & Sport Glasgow (trading as Glasgow Life) is treating your information
request under the terms of the Freedom of Information (Scotland) Act 2002.
Glasgow Life’s response to your information request is set out beneath each of your questions in
the Annex to this letter and the policy document to which we refer is attached.
Right of Review
If you are dissatisfied with the way in which Glasgow Life has dealt with your information request,

ANNEX
GLASGOW LIFE’S RESPONSE
The community facilities hire booking form gives the following rates for for 23/24:

Sports Hall - £13.10/hr
•
Large Hall - £13.10/hr
•
Medium Hall - £7.40/hr
•
Small Hall - £5.80/hr
Please can you provide the following information:
1. The basis for how these hourly community hire costs are calculated, such as any internal
documentation or guidance for how these rates should be set
a. Glasgow Life review and set their operating budgets and pricing for services annually. This
budget setting process aims to:
i.
Apply consistent annual increases in line with market value.
ii.
Redefine existing commercial contracts and pricing structures.
iii.
Maximising income streams whilst maintaining an appropriate concessional pricing
model for Glasgow Life services.
b. Glasgow Life community facilities prices are set to ensure we are competitive with other
community operated venues across the city, and ensure they remain affordable for our
existing customers to sustain their services. Our pricing matrix has three categories, as set
out in the attached ‘Pricing Policy - Staff Guidance Notes 2023-24’, along with the criteria for
each – commercial, standard and community rates.
2. How often these rates are revised and adjusted?
Rates are revised annually in February and adjusted in April each year.
3. Who or what body is responsible for setting these hourly hire rates?
Glasgow Life is responsible for setting these hourly rates in line with our budget setting process.
4. A list of exceptions or cases where discounts may be given on these community hire fees, or
cases where free use of room hire facilities is available
The attached pricing guide for staff confirms in section 1.2 the three categories of pricing, the
criteria for each and that the venue management team have the authority to provide an initial
free period to assist a new service/ Let establish itself over an agreed initial period of up to 6
weeks.
