Community Protection Notices (CPN) and Written Warnings (WW)

For every Written Warning (WW) that has been issued by LB Barnet (under Part 4, Chapter 1 of the Anti-Social Behaviour, Crime & Policing Act 2014, and as a precursor to a Community Protection Notices (CPN) being served) from 2016 to-date, please provide:

+ issue date of the WW
+ a direct quote from the WW stating the nature of the alleged conduct
+ a direct quote from the WW stating what action the recipient must take
+ whether the WW was followed by a CPN, and the issue date of that CPN
+ whether the CPN was challenged in the County Court, and the outcome of that challenge
+ whether a fine was issued and the amount of the fine

I am writing to request an internal review of Barnet's handling of my FOI request 'Community Protection Notices (CPN) and Written Warnings (WW)'. My original request was submitted nearly 2 months ago on 27.9.20. On 5.10.20 I was told that the response will be delayed until 23 November 2020 because 'the case is complex and voluminous.'

Since then I received no communication.

Thank you for your request for information received on 28 September 2020.
 
Please find attached our updated response to your request following a
review of your information request.
 
The response provided all information held by the Council on closed
enforcement cases, but unfortunately omitted to mention that some
information was withheld where it related to live/ ongoing ASB enforcement
cases. The response should have made it clear only closed or completed
cases were provided in the attachment and explained the reason a small
amount of case information was not being supplied. Under EIR exception
Regulation 12(5)(b) allows public authorities to refuse to disclose
information 'to the extent that its disclosure would adversely affect' the
course of justice, the ability of a person to receive a fair trial or the
ability of a public authority to conduct an inquiry of a criminal or
disciplinary nature.

This is a drafting error and I have asked the officer to ensure where
information is held but not being provided that the reasons are fully
explained to the requestor in the decision notice.

For completeness, I have reissued the Decision Notice on 13 January 2022
(attached) to reflect this.

I apologise for any inconvenience caused.
