Community Governance Review - Stanwix
Dear Carlisle City Council,
Re: Petition for a 'Stanwix Village Council' submitted in August 2020
The City Council website states: "We have received a petition to conduct a Community Governance Review proposing the creation of a new parish area ... the first stage of consultation was held between Tuesday 1 February and Friday 18 March 2022 ... A further consultation will be held in summer 2022. This will be informed by the responses received in the first round of consultation."
Paper ballot papers were posted to all households asking a yes/no question as to whether a new parish area for a 'Stanwix Village Council' should be created. Only one form was posted to each household (not one per resident).
An online survey was also conducted asking the same question.
1. What was the result (number of yes, number of no, number spoilt, number blank)
of the:
a) Paper ballot returns
b) Online returns
2. Were any security measures discussed to ensure that one person would be stopped from submitting several responses? What were they? What was the outcome of the decision?
3. Some returns would be from households with one adult resident. Some returns would be from households with more than one resident. The electoral roll shows 93 houses in Stanwix Urban with 4 or more adults registered to vote in the same home.
Was the problem of the ballot being skewed in favour of single and small households but against large households discussed? What were those discussions? What was the outcome of the decision?
4. In the ballots/survey the residents were given the opportunity to comment on the proposal. Please supply a list of the comments.
5. A committee/working group was formed of councillors and officers to progress the review.

This request is a simple one and is now long overdue.
You said that the member of staff who you believe holds the relevant minutes was currently on 2 weeks leave. You promised to write to me again on or before 29/07/2022 to provide a response or an update.
Please could you arrange an internal review to answer these questions:
1. The other attendees at the meeting would have copies of the minutes? Could you ask them?
2. Please can you also explain how official minutes are expected to be stored and archived so that retrieval does not depend on the availability of single members of staff? The authority with wind up on 31st March and records could be permanently lost?
