Thank you for your request for information ( FOI 5692496 ) submitted under the Freedom of Information Act 2000 which has been given the above-mentioned reference number. Please quote this on any correspondence regarding your request.

Stockport MBC is currently handling a significant amount of ongoing information requests.
We are unable at this present time to confirm whether we will be able to provide the information requested within the statutory time frame.

Please be advised the information returned may not be complete in whole or in part. This is due to government wide measures to prevent the spread of COVID-19,

There is a large volume of business critical work ongoing, including the possibility of staff in non-critical roles being reallocated to operational roles.

We are currently focussing our efforts toward the protection and safeguarding of high risk groups, the public and our staff during the COVID-19 outbreak, and as such the business area may not be able to provide full information for the completion of the Freedom of the Information request.

I trust, during this difficult time, you will understand this position. If you are dissatisfied, we would advise you re submit your request in 3-6 months time, where we may be in a position to confirm our response or provide further information.

We appreciate the support of the public and media in keeping requests to a manageable amount during this time.”

Dear Ms Thompson,

 

I am writing in response to your request for information (ref FOI 5692496
).

 

The relevant Council Service(s) has searched for the requested information
and our response is as follows.

                                  

Provision of Community based Adult drug & Alcohol Service

 

•Suppliers who applied for inclusion on each framework/contract and were
successful & not successful at the PQQ & ITT stages

We did not hold a PQQ for the 2015 re-tendering of community based adult
drug and alcohol services. 

 

There were three lots.  The successful providers were:

- Lot 1: Early Intervention:  Lifeline Project (subsequently transferred
to CGL) 

- Lot 2: Structured treatment:  Pennine Care NHS Foundation Trust

- Lot 3: Recovery:  Lifeline Project (subsequently transferred to CGL) 

 

The release of information in regard to details of unsuccessful bidders
for these contracts is felt to be Commercially Sensitive, and is therefore
exempt under section 43 of the Freedom of Information Act 2000.

 

The information you have requested is exempt under Section 43 of the
Freedom of Information Act 2000 as it is considered commercially
sensitive.

 

We believe that by releasing this information it would be against the
interest of the council’s commercial interests as well as that of the
companies.

 

However as Section 43 is not an absolute exemption I have detailed a
public interest test below outlining this decision.

 

Reasons in favour:

o Stockport Council is committed to transparency and releasing this
information would be in line with that.

 

Reasons against:

o It would reduce the attractiveness in bidding for contracts with the
Council as the release of unsuccessful bidders  might dissuade them
and other suppliers from approaching the council for future tenders
which would not be in the council or supplier’s commercial interests.

 

In consideration the reasons against outweigh the reasons in favour and
the exemption is applied.

 

 

•Contract values of each framework/contract (& any sub lots), year to date

 

The financial envelop for the lots was as follows:

- Lot 1: Early Intervention:  Up to a maximum of £302,000 per annum

- Lot 2: Structured treatment:  Up to a maximum of £1,125,000 per annum

- Lot 3: Recovery:  Up to a maximum  of £206,000 per annum

 

•Start date & duration of framework

 

The contracts started 1^st October 2015 for an initial 5 year period.

 

•Is there an extension clause in the framework(s)/contract(s) and, if so,
the duration of the extension?

 

There is the option to extend for up to a further 2 years

 

•Has a decision been made yet on whether the framework(s)/contract(s) are
being either extended or renewed?

 

We are in the process of extending the contracts 

 

•Who is the senior officer (outside of procurement) responsible for this
contract?

 

The commissioner for Drug and Alcohol services in Stockport is Alison
Leigh, Behaviour Change Lead, Public Health
