Communications with Angus Energy

Dear Health and Safety Executive,

During recent works at Brockham oil well site in December 2016 - January 2017, Angus Energy, the operator, needed to work 24 hour pattern over a period of at least 7 days.

I'd like to request copies of all and any communications between Angus Energy and the HSE that regard the need and reasons for 24 hours operations.

There are three wellheads at the Brockham site. Could the HSE please clarify which well required 24 working pattern and why.

The HSE visited the site on 26 January. Please clarify what were the reasons for this visit.

accordance with the Environmental Information Regulations 2004. Under the
terms of the Regulations you are entitled to a response within 20 working
days of receipt.

Thank you for your request for information about:

 

o Follow up queries concerning copies of all communications between
Angus Energy and HSE that regard the need and reasons for 24 hours
operations.
o Confirmation of which of the 3 Brockham well sites were worked on 24
hour working.
o Reasons for the Inspection on 26 January 2017.

Your request was received on 21^st April 2017 and I am dealing with it
under the terms of the Environmental Information Regulations 2004.

I can confirm that the Health and Safety Executive holds the following
information:

 

o With regards to our previous response Reference No: 201703477 we
provided you with details of a telephone conversation with Angus
Energy which was summarised in an email to Surrey County Council.  No
further records are held by HSE concerning the need and reasons for 24
hour operations.
o As previously advised the Well which was worked on was LR/24-X4 –
Brockham X4 Site.
o The Inspection Report previously disclosed to you outlines the reason
for inspection on Page 2, this followed a BSOR notification for the
Brockham X4Z (LR/24-X4) side-track, and to follow up on issues raised
at the Inspection of 5 April 2016.  The issues raised during the April
2016 inspection had been dealt with as all the equipment and
electrical systems in use at that time had been dismantled or removed.

internal review within two calendar months of the date of this letter by
