The Leader of the House of Lords' Office is part of the Cabinet Office and
is located within the Palace of Westminster. Therefore, the telephony
services used by ourselves are supplied by the House Administration.  
For the purposes of the FOI Act (2000), the office is not a public
authority and therefore regrettably we are unable to respond directly to
your request. On this basis, you may therefore wish to resubmit your
request either to the Cabinet Office directly

telephony, or to the House of Lords Administration who are responsible for
