Communications re: implementing 'anti-terror' laws to freeze UK Icelandic bank deposits in 2008

Response to this request is long overdue. By law, under all circumstances, HM Treasury should have responded by now (details). You can complain by requesting an internal review.

On 07 October 2008 - Alastair Darling commented on BBC radio 4 that "Iceland had no intention of protecting UK deposits in Icelandic banks" and shortly thereafter, enacted anti-terror legislation to freeze UK deposits in Icelandic banks.

PLEASE PROVIDE INFORMATION AND CORRESPONDENCE WITH THE FOLLOWING INSTITUTIONS RELATED TO THE PROTECTION OF UK ICELANDIC BANK DEPOSITS AND ENACTING OF ANTI- TERROR LEGISLATION BETWEEN APRIL AND NOVEMBER 2008:

Further to your response and requests to refine the scope of the FOIA request.

For information held between the dates of 01 May 2008 and 10 October 2008, please provide information, communications, records both held and exchanged between the following institutions:

- The Bank of England
- CIPFA
- The Audit Commission

Primarily I am interested in information relating to:
- Assessment/ quantification of financial risk (i.e. risk register or similar docs) associated with the £31bn of local authority deposits in banks, building societies, money market funds as at October 2008.
- Any comparative risk assessment of the financial risk posed by offshore local authority deposits in Icelandic banks vs deposits in other international banks/centres such as Ireland (20% of UK council deposits) & the USA
- Any assessment or information held in relation to the sources of at risk local authority deposits in Iceland & other international banks, and in particular, information detailing if Iceland deposits were funded by borrowing from UK banks (via LOBO loans) & PWLB, creating potential systemic transmission risks to the UK financial system.
