Freedom of Information Act,

Dear Mr Richardson,

Thank you for your enquiry, which has been forwarded to the appropriate officers for a response. The usual timescale for a response is twenty working days, that is by or on 22nd August.

If for any reason the Council needs to extend this timescale you will be notified in accordance with the relevant legislation.

Please note that in 2012 the County Council adopted a position in principle that FoI and EIR requests to West Sussex County Council and the Council's responses may be published on the Council's website in a suitably anonymised form. This is in addition to the individual response to the requestor, and in line with the Council's commitment to transparency and open data.

Yours sincerely,

Kerry Rickman

Dear Mr Richardson,

Freedom of Information Request – Democratic Services Reference:
WSCC/DSU/FOI/18/06

I refer to your request dated 24 July 2018, which has been dealt with
under the Freedom of Information Act 2000.

Your request was for:

1. Copies of all written communication between Louise Goldsmith and CSM
Active over the last 12 months.

2. Copies of all written communication between Louise Goldsmith and the
employees/councillors of WSCC and CDC in relation to Velo South over the
last 12 months.

3. A full written account/minutes of the debate held in council cabinet in
relation to Velo South and details of which councillors voted in favour or
against the holding of the event.

We have now completed a search for the information which you requested and
I confirm the Authority does hold information relevant to the request.

In response to parts 1 and 2 of your request, please find attached a PDF
document file which contains all the written communication involving
Louise Goldsmith as detailed in these parts of your request.

In response to part 3 of your request, please see the answer below:

The arrangements and plans for facilitating the Velo South event received
political endorsement from the Council’s Cabinet following a full
briefing.  No formal decision was, however, needed as the event does not
require significant expenditure by the Council and does not involve any
executive action that would necessitate a Cabinet Member decision in
accordance with the Council’s constitution.  Rather the event requires a
rolling programme of temporary road closures which are managed through the
operational decisions of officers.  It is for that reason that there is no
record of a formal executive or Cabinet decision relating to the Council’s
endorsement of the event and the highways management required.
