Dear Foreign and Commonwealth Office,

Thanks for your message. I find it difficult to believe that a mere few weeks of communications between the British Embassy in Venezuela
and the FCO would exceed the appropriuate limit when the Department likely has all these documents on a central IT system.

Furthermore, you have failed to explain what searches you have to undertake to find the information in scope of my request, so this makes it difficult for me to know how much to refine my request to get it within the appropriate limit.

However, I will do my best to refine my request despite the paucity of your advice and assistance in how I can do so. Please send me Diptels only, sent from the British Embassy in Venezuela to the FCO
from 5th April 2002 and 15th February 2002.

Thank you for your reply suggesting that I "identify
the specific subject areas - for example climate change, counter narcotics or human rights - you would like us to pursue."

I would like to see all diptels within the date range I specified, 5th April - 15th April 2002, which mention President Hugo Chavez and the attempted coup d'etat against President Chavez.

Further to your email of 3 June. As I explained in my communication the information we intend to provide in hard copy is too large to send in an email and will require a postal address in order for us to send the documents to you.

Article 11 of the Freedom of Information Act 2000 provides under subsection 1 that the public authority shall so far as reasonably practicable give effect to the preference of the requester (regarding communication of the information). Additionally, Article 11: subsection 4 states that [subject to subsection (1), a public authority may comply with a request by communicating information by any means which are reasonable in the circumstances. Posting the documents would be the most appropriate way forward.

We fully appreciate that you do not want to release your private contact details in a public forum. Please could you send your postal address to [email address]. This will ensure that your personal details will not be shown on whatdotheyknow.com, and under the Data Protection Act your details will not be shared with any third party once received by us.

Should you wish to upload the information that we will provide to whatdotheyknow.com in order that others may see these documents, you will be free to do so.
