I note that you are withholding 'material that is still in the course of completion', but from what you have supplied in relation to relevant exchanges that took place over the course of just over two months, suggests omissions that must have completed as they relate to the documents supplied. The likely omissions I refer to are supplementary internal exchanges between Highways England colleagues and their exchanges with contractors featuring this subject, and/or notes from meetings that might supplement the information. Perhaps this information features in texts? I would then be obliged if you could further check that what you have supplied is all you have.
