Dear Dr Bansal,

 

I am writing to seek clarification regarding your request (copied below)
to the House of Lords Administration. Without this clarification we are
unable to proceed with your request, however, please note that if we are
correct in our understanding of the information you are seeking, it is
highly unlikely that we hold the information.

 

 1. Firstly, where you have referred to a third party individual called
Jeannie Watkins, we are assuming you mean Professor Jeannie Watkins,
Programme Director and Professional Lead for the Masters in Physician
Associate Studies at Swansea University. Please can you confirm if
this is correct?
 2. Secondly, we have assumed UMAPs refers to an organisation called the
United Medical Associate Professionals. Please can you confirm if this
is correct?
 3. Thirdly, where you have referred to Stephen Nash we are assuming you
mean the founder of the United Medical Associate Professionals. Please
can you confirm if this is correct?
 4. Fourthly, please advise what subject matter your request relates to?
 5. Finally, we have understood your request to be for copies of
correspondence between Lord Bethell and any of these third parties.
Please can you confirm if this is correct, or if your request extends
to other members of the House of Lords? If so, whom?

 

The House of Lords Administration does not usually hold members’ private
correspondence with third parties, or correspondence they may have had in
relation to any role they may have outside the House of Lords. If your
request relates to communications that Lord Bethell may have had in his
capacity as Parliamentary Under-Secretary for the Department of Health and
Social Care (DHSC) (a post he held between March 2020 and September 2021),
this information would not be held by the House of Lords Administration as
it would relate to his work for the Government, not his role as a member
of the House of Lords. The House of Lords is not part of the Government
and Government departments (such as DHSC) are separate public authorities
for the purposes of the FOIA.

 

Whilst we cannot proceed with your request without the above
clarification, please also be aware that when Parliament is dissolved
there is no ‘House of Lords’ for the purposes of Part 1 of Schedule 1 to
the FOIA, and there is therefore no ‘public authority’ to which the 20
working day deadline under section 10 of the FOIA is capable of applying.
The time limits do not, therefore, apply during the period of Dissolution.
The effect of the FOIA, including its time limits, resumes when the House
of Lords first meets following a General Election.

 

The statutory timeframe to respond within 20 working days from receipt of
the request will restart once the House of Lords resumes following the
election. We aim to respond promptly, and at least within 20 working days
following the resumption of the House. Further information can be found on

of Lords to conduct an internal review. This should be addressed to

your complaint in terms of compliance with the Freedom of Information Act
2000. Arrangements will be made for someone who has not been involved in
