My response is as follows:

 

Correspondence with Councillors is not covered by the Freedom of
Information Act unless the Councillors are acting in an executive capacity
on behalf of the council. Councillor Morris, who has been a Councillor
since May 2014, does not have an executive function that relates to The
Bank so any correspondence with her on this matter would be in her
capacity as an elected ward and political representative.

I am writing to request an internal review of Haringey Borough Council's handling of my FOI request 'Communication about The Bank'.

The precise exemption you seem to be relying on is unclear but is in paragraphs 29-32 of the link you supply. It relates to personal information that is not related to council business or political affairs - and I see why that is exempt. But I am asking for council advice given to councillors. Para 29 says FoI does cover information that "will relate to the functions of the local authority". The advice offered about planning and transport obviously falls under "functions of the local authority". To me the fundamental aim of the FoI legislation is to enhance transparency about such advice. I therefore request the internal review.
