communal TV aerials

Dear Worcester City Council,

I refer to a document of the city council 'Housing Matters' its tenant newsletter from June 2003 which was before the housing stock was eventually transferred to Worcester Community Housing. It states that WCH would promise to upgrade existing communal TV aerials to be capable of digital reception

My questions are as follows

1. Where were communal aerials situated in Dines Green Worcester at the time.
2. How old were they
3. Had the city council retained the housing stock (which was possible given that the transfer was dependent on a vote) did it have its own contigency or other plans to make changes to communal aerial facilities and if so can you describe these and refer me to any records to that effect ?
4. On what basis during the City Council era as landlord did it decide to have communal aerials on dwellings ? I mean what factors predisposed to the decision to install a communal aerial ? For example, size of dwelling/height etc
5. In particular at any stage did Worcester City Council (pre transfer of the stock) investigate the issue of digital reception in so far as it might affect its dwellings with communal TV aerials and if so what was that research and its findings
