Thank you for your request for information regarding infection control. 
You've requested the release of information under the Environmental
Information Regulations.  Release of information under these Regulations
apply to the same public authorities as outlined in the Freedom of
Information Act 2000 and our organisation is not one of these bodies. 
However I am pleased to outline our general approach to the management of
our facilities and that is to ensure we comply with relevant legislation
to protect the health, safety and welfare at work of our customers and
visitors who live in or visit our premises and do what is reasonably
practicable to achieve this.

 

If you have specific concerns relating to our communal laundries or
require additional information please do not hesitate to contact us
through our online services portal.

Places for People Group Limited are wrong to state that the set of bodies subject to the Environmental Information Regulations is the same as that subject to the Freedom of Information Act, the Environmental Information Regulations apply to a wider group, the Information Commissioner has produced guidance:

However there has been a recent tribunal judgement which decided a housing association was not a public body for the purposes of the Environmental Information Regulations

Dear Places for People Group Limited,

Please pass this on to the person who conducts reviews re Environmental Information Regulations 2004.

I am writing to request an internal review of Places for People Group's handling of my EIR request 'Communal Laundry Contamination'.

I have made a valid request for information under the Environmental Information Regulations (EIR). Places for People is a body which falls within the definition of a public authority under Regulation 2(2)(c) of the EIR and it is thus responsible for complying with requests made under the Regulations.

Regulation 5(1) of those Regulations states that: “a public authority that holds environmental information shall make it available on request.”
36. Regulation 5(2) states that such information shall be made available “as soon as possible and no later than 20 working days after the date of receipt of the request.”

We have reviewed the EIR details and confirm we are not carrying out a
public act when providing a laundry for the private use of residents. 

 

If you disagree with this decision or have already raised a specific
concern regarding a laundry facility that you feel has not been addressed

Dear B Adams

 

I can confirm that we have received acknowledgement of your report to the
ICO and await further contact from them.  In the meantime I would like to
clarify that we are unable to provide you with a copy of our Infection
Control Policy as requested as this is not a Policy we have in place.  As
advised on 10 May 2019 we apply the requirements of general health and
safety law in the operation and management of our communal laundry areas.
