Common Good Land Assets in Perth Scotland

Dear Keeper of the Registers of Scotland,
I have requested a copy of the title deeds which Perth and Kinross Council hold on Common Good Land within the Burgh but I have been told that they do not have the time or staff to provide the information which they do not deny they have. Is there a way to obtain this information?
