Commissioning of services for Children’s Services

Dear Trafford Metropolitan Borough Council,

Please can you provide the current/latest organisational structure for Children’s Services and Early Years teams – including the names and job titles of all senior management and strategic heads of departments, budget holders for training, and development across Children’s Services, along with contact numbers and email addresses.

Please can you provide details of the personal assistant for their senior management team.
Please can you provide a list of external suppliers involved with Children’s Services, including preferred outsources.

Also, could you please provide the names, job titles, contact numbers, and email addresses of those who are responsible for the commissioning of services for Children’s Services such as Children’s Homes, Leaving Care, Fostering, and Youth Offending – including any Councillors who sit on any children-related committees.

Thank you for your email of the 23 August 2019 where you requested
information about organisational structure for Children’s Services and
Early Years teams.
 
The information you requested is as follows.
 
Please can you provide the current/latest organisational structure for
Children’s Services and Early Years teams – including the names and job

Under the Freedom of Information Act 2000, Trafford Council has a duty to
supply any information on request, unless there is an exemption.
 
The information you have requested is personal information of the
individuals in those roles. As these are not senior roles within the
organisation, they do not hold an expectation of public accountability. As
such it is our view that on this occasion the information you have
requested is exempt from disclosure under Section 40 of the Freedom of
Information Act 2000. Section 40(2) of the Act allows for the withholding
of personal data if the data protection principles would be breached by
its disclosure. Data protection principle 1 requires that personal data is
processed lawfully and fairly.
 
Personal data shall be processed fairly and lawfully and, in particular,
shall not be processed unless:
a) at least one of the conditions in Schedule 2 is met, and
b) in the case of sensitive personal data, at least one of the conditions
in Schedule 3 is also met.
In order to be `lawful' a condition must be met from Schedule 2 of General
Data Protection Regulations and although you may have a legitimate
interest in requesting the data, this request cannot be fulfilled without
prejudice to the individuals rights and freedoms, in particular their
right to privacy and hence a condition in schedule 2 cannot be met.
