No specific IT system used – rather we use data from a range of systems

3. How many providers do you contract with for Children’s services and are
they internal/external?

Independent Fostering: 16 external providers (regional framework
agreement)

Independent Visitor: 1 external provider

Advocacy: 1 external provider

Residential Care Homes: 21 external providers (regional approved provider
list)

Young Carers Support: 1 external provider

Childrens Centre services: 7 external contracts which include agreements
with health and one specialist school and 1 internal contract (Early
Intervention Family Team)

Universal Youth provision 52 external contracts

LLD Youth provision: 7 external contracts

Short Break: 1 external contract (spot purchase agreement), plus Short
breaks (a range of activities offering short breaks to parents e.g. half
day provision not overnight stays as above): 17 external contracts

4. Do you have a performance management framework to monitor the
performance of providers?

Each contract is specific in its requirements. Performance monitoring is
carried out on a quarterly basis and measures quality of services
delivery, outputs and outcomes.

 

Adults

Care and Support at Home Services - 10 external providers (Framework
agreement)

Care and Support in Core and Cluster Scheme for People with Physical
Disabilities - 1 external provider (Block Contract)

Dementia Day Care - 3 external providers (Framework Agreement)

Social Care Support for People with Challenging Behaviour - 3 external
providers (Framework agreement)

Care Homes for Older People - 54 external providers (Framework Agreement)

Supported Living Schemes - 12 external providers and 1 internal provider
(Cost and Volume Contract)

Advocacy Services - 1 external provider (cost and volume contract)

4. Do you have a performance management framework to monitor the
performance of providers?

We use a balance scorecard approach looking at Customer Outcomes, Service
Delivery, Cost Effectiveness.  Each contract is specific in its
requirements.

5. Do you currently use micro procurement (also known as micro
commissioning or mini tendering) to arrange services?

No

6. Do you use brokerage or commissioning teams or do social workers/care
managers contact providers direct?

Brokerage Service in place
