Strategic Commissioning and Procurement Team, Blackburn with Darwen Borough Council, 10 Duke Street, Blackburn, BB2 1DH.

2. Do you currently use an IT system to support your strategic commissioning and contract management? If yes to either please name the system(s) and details of costs?

We do not currently have a specific bespoke IT package in place specifically for strategic commissioning and contract management as we utilise our own monitoring processes. We do however make use of the SWIFT system which is used across adult services for recording information relating to service users, the packages that are commissioned for them etc. Reports can be generated to aid with contract management if required. Costing details cannot be provided specific to strategic commissioning / contract management as this system provides support across all areas.

3. How many providers do you contract with for Adult’s services and are they internal/external?

In order to be able to provide a useful response to this question, the requestor is asked to provide detail as to which specific service area they are requesting this information for e.g. domiciliary care, residential care etc. Adult services hold a large number of contracts for different areas and therefore further information is requested to aid an appropriate response

4. Do you have a performance management framework to monitor the performance of providers?

Yes

5. Do you currently use micro procurement (also known as micro commissioning or mini tendering) to arrange services?

Some contracts allow for a ‘call off’ as part of the commissioning process – examples would be framework agreement models. For others, this is not the case. Contracts are set up to meet the needs and demands of the service and an appropriate commissioning arrangement is put in place to suit.

6. Do you use brokerage or commissioning teams or do social workers/care managers contact providers direct?

For general domiciliary care packages, following receipt of the required information, the care arranger team contact providers to discuss the requirements of the service for each service user. For other areas e.g. residential, day care, complex packages, LD, this is undertaken by social workers / care managers.
