Sustainability and Transformation Plan (STP) footprints are not new
statutory organisations, but a new way of working. They do not change the
existing accountabilities of NHS trusts, commissioners or local
authorities.

 

Health and care leaders in every part of England have come together for
the first time to find practical ways to improve services and adapt to the
current challenges faced by both the NHS and local authorities – a unique
exercise in collaboration. Neighbouring NHS hospitals, family doctors,
local councils and others have formed 44 geographical ‘footprints’ to plan
around the overall needs of whole areas, not just individual
organisations.

2) A list of all CCG collaborative commissioning arrangements in England,
including lead accountable CCGs where appropriate

 

NHS England considers that there are a number of arrangements that could
be encompassed by this question, which could include collaboration with
NHS England, collaboration between CCGs, or collaboration with local
authorities. Collaboration with NHS England could cover primary care or
specialised commissioning.

 

To provide a response in the fullest interpretation would exceed the cost
limit as set out in Section 12(1) of the FOI Act. Section 12(1) states
that a public authority can refuse a request if complying with it would
exceed the appropriate limit of £450 (which represents 18 hours).  This
represents the estimated cost of one person spending this time in
determining whether the information is held, and locating, retrieving and
extracting the information.

 

To locate and retrieve the information you have requested would require
NHS England to search records held in each CCG’s local office. There are
approximately 209 CCGs whose records would require reviewing in order to
extract relevant information in relation to your request. We have
estimated under section 12(1) of the FOI Act that to locate, retrieve,
extract and collate the information requested may take up to 6270 minutes
to conduct and therefore, potentially take up to and over 104.5 hours to
complete. As a result, this takes over the time and cost threshold in
considering an FOI request and any appropriate action to be taken.

 

Section 12(1) is an absolute exemption; we are therefore not required to
assess the public interest test in its application.

 

We would be able, however, to provide some information within the 18-hour
limit, including information about the Collaborative Commissioning
programme, and details about CCGs that operate joint commissioning
arrangements with NHS England.

3) Total adult CHC expenditure in 2015/16. If possible please split by
setting (e.g. home, nursing home etc.)

 

The total CHC figure across all CCGs for 2015/16 was £3,062,102,151.

 

NHS England does not hold the information broken down by setting. This
information may be held by individual CCGs. As such, you may wish to

4) Total CHC expenditure relating to children in 2015/16

 

Children’s Continuing Care is different from Continuing Health Care; data
relating to Children’s Continuing Care spend is attached.

 

This information has been extracted from the CCG ledgers which NHS England
holds. The information in these ledgers is provided to us by CCGs and has
been coded by the CCGs. It is important to consider the following caveats
to the information that NHS England holds:

 

o The data reconciles in total to NHS England’s pre consol adjusted
accounts, pre consolidated Department of Health Arms’ Length Body
(ALB) return and Agreement of Balances submission.

 

o We are unable to check the complete robustness of the coding.
Individual teams may have interpreted coding guidance and accounts
instructions differently.

 

o What we have been able to check in 2015/16 is that code  combinations
are correct e.g. if the expenditure is classified as “purchase of
healthcare with an FT” the expenditure will have also been coded to a
valid Foundation Trust analysis 2 code.

 

o The expenditure is an aggregated position of the CCG teams, all of
which have coded and validated their transactions independently. This
potentially impacts the consistency of coding.

 

Please note, a number of CCGs have zero or negative expenditure – this is
mainly due to:

 

o Children’s Continuing Care hosting and risk sharing arrangements with
other CCGs; or

 

o The CCG commissioning their respective Local Authority to deliver
Children’s Continuing Care on behalf of the CCG and are thus coding
this under different cost codes.

 

 

5) Total CHC expenditure relating to prison inmates in 2015/16

 

NHS England does not hold information in relation to this question.

 

NHS England has adopted a commissioning approach which supports integrated
health provision across all prisons in England. Due to this overall
contracted approach, it is not possible to identify CHC costs within the
overall contract.

 

 

6) Total CHC expenditure relating to members of the military and their
families in 2015/16

 

Armed forces spend on CHC for the 15/16 contract year was £269 382.

 

7) Please provide the following information relating to GP Federations:

       a) GP Federation Name

       b) GP Federation income

 

NHS England does not hold this information.

 

GP Federations are separate organisations and are not led or hosted by NHS
England. Clinical Commissioning Groups (CCGs) may hold information
relevant to your request. As such, you may wish to redirect your enquiry
