Commissioner Complaints

Dear Independent Police Complaints Commission,

How many complaints have been made against IPCC Commissioners in the years below and please identify the Commissioners which were the subjects of these complaints? Please be aware that I am not interested in personal detail but just evidence of complaints as made against these public appointees.

The relevant calendar years are 2005, 2006, 2007, 2008, 2009 and 2010.

Is the IPCC allowed to ignore valid complaints against Commissioners and have any been ignored with no referral back to the complainant in any of the calendar years as above?

Does the IPCC, as a public body, always rigorously apply its own formal and ratified procedures in relation to Commissioner complaints and if not please supply examples of such from the calendar years as outlined above?

I don't know how the IPCC get away with it. I've had to make another complaint to the ICO. This request was not even included in the recent enforcement notice.

Dear Information Commissioner,

I refer to my information request to the IPCC dated 28 May 2010 entitled "Commissioner Complaints". The whole of this request is shown at the following web address.

Can I please register a formal complaint against the IPCC? To date I have patiently waited for about 50 working days. Even in the light of your enforcement notice of 16 June 2010 the IPCC are still very cavalier in relation to this particular law. This particular request wasn't even included in the enforcement procedures adopted by the ICO because the response wasn't due until 25 June 2010. Therefore this is yet another case that has arisen after the enforcement notice was released.

I have had a response from the IPCC but it contains the usual platitudes and same old non excuses. Some of these are even supposedly being addressed after the intervention of the ICO. But clearly not in this case. They say that a response can be expected by 10 September 2010. But that will be 71 working days after my request was accepted which is clearly unacceptable.

Can you please consider this complaint because clearly the IPCC are serial offenders and don't appear to be doing much about it?
