Commemorative stamp issues

I understand from this web page on the Post Office web site that commemorative stamps are only sold at selected branches of the Post Office:

Please provide the following information:

1. How the Post Office selects the branches that are chosen to sell commemorative stamp issues

2. The criteria that the Post Office applies to make the determination as to which Post Offices are selected to sell commemorative stamps issues

3. How often the branches selected to sell such commemorative stamp issues are reviewed

4. The last time that a change was made to the list of branches selected to sell commemorative stamp issues, and the number of branches that were (a) added and (b) removed as part of that change

5. The process, if any, to nominate a branch to be selected to sell commemorative stamp issues.
