Combining FOIs and Cost Limits

1) Please provide information such as policy or documents that relate to if or when an organisation can combine separate FOIs and claim an exemption on cost limit
a. Please provide information relating to whether this is permitted when the content of FOIs are vastly different in nature and relate to entirely different types of information sought but are made by the same person within a few days of one another
