CODE OF CORPORATE GOVERNANCE - The Sale of LCC Assets

Josie Mullen made this Freedom of Information request to Liverpool City Council

This request has been closed to new correspondence. Contact us if you think it should be reopened.

The request was partially successful.

Dear Liverpool City Council,

‘Liverpool City Council is committed to doing the right things, in the right way, for the right people in a timely, inclusive, open, honest and accountable manner.’

In relation to an FOI asking for a database [including name of purchaser /date of purchase, value of sale etc] of LCC assets sold - the response was as follows:

'With regard to the additional information requested (date, value, purchaser, status, solicitor
representation), this information is held on the individual records for each sale or disposal and is not held in a centralised format as we have no operational or legislative reason to do so. Allowing 20 minutes per file and with a total of 1417 files for the period to which your requests relate, - it would necessitate a total of 472.33 hours of Officer time to identify and extract all information of relevance.'

In light of LCC's commitment to 'honesty' & 'accountability' -

QUESTION 1
Please supply all information that indicates how councillors could possibly carry out their role of scrutiny when there is no comprehensive database available of LCC assets sold and there is no Mayoral Scrutiny Committee
QUESTION 2
Please supply all information that indicates how LCC could complete their accounts [that haven't been signed off for the last ? years] when no database of money received for LCC assets sold exists.
QUESTION 3
Please supply all information that indicates the reasons why [in the very limited information that is available ]names such as as Elliot Lawless, Nigel Russell, Alt Valley Community Trust/Phil Knibb ?, George Downing [Islington Regen]., West Tree Estates !!!!!!, Flannagans, Michael Hanlon [golf courses/Rodney St.]...........come up time and time again

QUESTION 4
Please supply all information that indicates why there isn't an operational and ethical imperative to produce a comprehensive database of LCC assets sold [INCLUDING ALL THE ABOVE MENTIONED INFORMATION]

Yours faithfully,

Josie Mullen

Dear Liverpool City Council,
Could you send me an acknowledgement please

Yours faithfully,

Josie Mullen
