Dear Oxfordshire County Council,

Following the new decision by the Government to close the ILF
(Independent Living Fund) on June 30th 2015 and devolve funding to
Local Authorities, please could you answer the following
questions.

1: Will monies transferred from the closure of the ILF to your
local authority be ring fenced to ILF recipients in your area? If
no decision has yet been taken, what is the process and timescale
for this happening?

2: Please could you state the process and timescale for meeting
with current ILF recipients to prepare personal care plans for 1st
July 2015 onwards (bearing in mind the assessments at the Transfer
Review visits only indicate desired outcomes and do not produce an
actual care package).

3: Will you be making any special dispensation for allowing ILF
users to continue to employ their current & in many cases long
standing carers of many years, bearing in mind some may be paid a
higher rate than what LA's may usually advise and be family
members
too?

Thank you for your request of 12 September 2012 in which you asked for
information about the Independent Living Fund.

 

In response to your request I am disclosing the following information:

 

Following the new decision by the Government to close the Independent
Living Fund on June 30th 2015 and devolve funding to Local Authorities,
please could you answer the following questions.

 

1: Will monies transferred from the closure of the Independent Living Fund
to your local authority be ring fenced to Independent Living Fund
recipients in your area? If no decision has yet been taken, what is the

Oxfordshire County Council is in the process of assessing the implications
of the closure of the Independent Living Fund and no decision has been yet
taken about whether to ring fence the transferred monies to Independent
Living Fund recipients in Oxfordshire. This decision will be taken through
the council's Service and Resource Planning process in the autumn 2014. .

 

2: Please could you state the process and timescale for meeting  with
current Independent Living Fund recipients to prepare personal care plans
for 1st  July 2015 onwards (bearing in mind the assessments at the
Transfer  Review visits only indicate desired outcomes and do not produce
an  actual care package).

 

Most of the Independent Living Fund recipients in Oxfordshire are already
known to our Adult Social Care teams and have personal care plans in
place.  All Independent Living Fund recipients in Oxfordshire will have an
updated or new personal care plans in place before 1 July 2015. The
precise timetable and details of this process are being developed as
mentioned in our answer to the question one above.

3: Will you be making any special dispensation for allowing Independent
Living Fund   users to continue to employ their current & in many cases
long standing carers of many years, bearing in mind some may be paid a
higher rate than what Local Authorities may usually advise and be family
members too?

 

Each person's circumstances will be reviewed assessed under the Fair
Access to Care Services policy. The council is mindful that some people
have long standing care arrangements which will need to be fully
understood and taken into consideration in each individual case. We are
committed to undertaking this work in a fair and transparent way for all
residents of Oxfordshire.
