Closurse of Independent Living Fund

Dear Enfield Council,

Following the new decision by the Government to close the ILF
(Independent Living Fund) on June 30th 2015 and devolve funding to
Local Authorities, please could you answer the following
questions.

1: Will monies transferred from the closure of the ILF to your
local authority be ring fenced to ILF recipients in your area? If
no decision has yet been taken, what is the process and timescale
for this happening?

2: Please could you state the process and timescale for meeting
with current ILF recipients to prepare personal care plans for 1st
July 2015 onwards (bearing in mind the assessments at the Transfer
Review visits only indicate desired outcomes and do not produce an
actual care package).

3: Will you be making any special dispensation for allowing ILF
users to continue to employ their current & in many cases long
standing carers of many years, bearing in mind some may be paid a
higher rate than what LA's may usually advise and be family
members
too?

Please find below our response to your request.  .

 

1: Will monies transferred from the closure of the ILF to your local
authority be ring fenced to ILF recipients in your area?  If no decision
has yet been taken, what is the process and timescale for this happening?

 

Yes.  As with all social care clients, care and support arrangements will
be regularly reviewed and dependent on the level of need.  Any Personal
Budget (including the ILF component) may increase or decrease.

 

2: Please could you state the process and timescale for meeting with
current ILF recipients to prepare personal care plans for 1st July 2015
onwards (bearing in mind the assessments at the Transfer Review visits
only indicate desired outcomes and do not produce an actual care package).

 

The Local Authority liaises with the ILF and completes the joint reviews
in preparation for the handover next year. As with Direct Payments, social
care works with people to create and review a person centred support plan
which links outcomes with assessed eligible needs. A package of support is
then created by the client themselves, with help from us where needed, to
meet these needs and achieve the outcomes in the support plan. The Local
Authority does not prescribe what this package of support looks like, only
that it meets the needs and achieves the desired outcomes agreed in the
support plan.

 

3: Will you be making any special dispensation for allowing ILF users to
continue to employ their current & in many cases long standing carers of
many years, bearing in mind some may be paid a higher rate than what LA's
may usually advise and be family members too?

 

No.  ILF recipients will be in receipt of a Personal Budget, part of which
will be an amount paid to them by the Council, part of which will be their
historical ILF allocation. How they choose to meet the outcomes in their
support plans (as long as they do so) is a matter for them. Support plans
are based on assessed eligible needs so as long as the needs and outcomes
are met, users can choose to continue with or change their arrangements if
they wish.
