Closurse of Independent Living Fund

Frank Black made this Freedom of Information request to Derbyshire County Council

This request has been closed to new correspondence from the public body. Contact us if you think it ought be re-opened.

The request was partially successful.

Dear Derbyshire County Council,

Following the new decision by the Government to close the ILF
(Independent Living Fund) on June 30th 2015 and devolve funding to
Local Authorities, please could you answer the following
questions.

1: Will monies transferred from the closure of the ILF to your
local authority be ring fenced to ILF recipients in your area? If
no decision has yet been taken, what is the process and timescale
for this happening?

2: Please could you state the process and timescale for meeting
with current ILF recipients to prepare personal care plans for 1st
July 2015 onwards (bearing in mind the assessments at the Transfer
Review visits only indicate desired outcomes and do not produce an
actual care package).

3: Will you be making any special dispensation for allowing ILF
users to continue to employ their current & in many cases long
standing carers of many years, bearing in mind some may be paid a
higher rate than what LA's may usually advise and be family
members
too?

Many Thanks.

Yours faithfully,

Frank Black

Dear Mr Black,

Thank you for your request dated 10^th September 2014.

I can confirm that we hold the requested information.

Your enquiry (and our response) was as follows:

Dear Derbyshire County Council,

Following the new decision by the Government to close the ILF
(Independent Living Fund) on June 30th 2015 and devolve funding to  Local
Authorities, please could you answer the following  questions.

1: Will monies transferred from the closure of the ILF to your  local
authority be ring fenced to ILF recipients in your area? If  no decision
has yet been taken, what is the process and timescale  for this happening?

A: Our plan is that individual awards will be allocated to ILF recipients
pending reassessment of their eligible support needs during the remainder
of the 2015 / 16 financial year. During this time we will work with
individuals to develop support plans that promote their independence and
wellbeing based on the outcomes of their assessment.

2: Please could you state the process and timescale for meeting  with
current ILF recipients to prepare personal care plans for 1st  July 2015
onwards (bearing in mind the assessments at the Transfer  Review visits
only indicate desired outcomes and do not produce an  actual care
package).

A: Plans are underway to have face to face meetings with all recipients
during the first six months of 2015 to start preparing personal plans. The
process and timescale will be based on existing knowledge of individual
cases – over 95% of people in receipt of ILF awards in Derbyshire are
known to Adult Care services.

3: Will you be making any special dispensation for allowing ILF  users to
continue to employ their current & in many cases long  standing carers of
many years, bearing in mind some may be paid a  higher rate than what LA's
may usually advise and be family  members  too?

A: DCC will work with all users to discuss the alignment of their current
service with any changes resulting from reassessments due the closure of
the ILF. All decisions will be based on the merits and potential negative
impacts on individual recipients and their particular situation, and
everyone will be offered full support to help make any necessary changes.

I hope this now satisfies your request. Please do not hesitate to contact
me if I can assist you further.
