Closure of St. Anselm Hall

Could the University please provide any documents available to and considered by the University in reaching its final decision to close St. Anselm Hall. This may include internal memos sent by the accommodation office, minutes/ notes of any meetings that occurred during the internal procedure and any records which were used as consideration.

In addition, could the University also include details of support measures and arrangements which were put in place to those who held offers of accommodation at St. Anselm Hall.

Thank you for your request for information received by The University of
Manchester on 01 September 2020 which was as follows (numbered for ease):

 

1.       Could the University please provide any documents available to
and considered by the University in reaching its final decision to close
St. Anselm Hall. This may include internal memos sent by the accommodation
office, minutes/ notes of any meetings that occurred during the internal
procedure and any records which were used as consideration.

 

2.       In addition, could the University also include details of support
measures and arrangements which were put in place to those who held offers
of accommodation at St. Anselm Hall.

 

The University has now considered your request and our response can be
found below.

 

1.       The management and distribution of the University’s accommodation
portfolio is overseen by the Allocation Strategy Group. Members of this
Group are:

 

The Head of Residential and Sports Services Division

The Head of Accommodation Planning

The Head of Accommodation Administration and ResLife

The Head of Facilities Maintenance

The Accommodation Office Manager

The Residential Life Manager

 

The Group meets regularly throughout the summer and frequently during the
confirmation and clearing period in August. Decisions relating to the use
of the accommodation are finalised at this Group and where appropriate
shared for discussion with the Director for the Student Experience. There
are no formal notes taken at these meetings. The basis for discussion is
the developing demand for undergraduate and postgraduate accommodation and
how that matches the residential portfolio, both in terms of overall
numbers and distribution. On reviewing the demand following the extended A
level results processing in August, the accommodation provision clearly
outweighed demand and the decision to rationalise the catered residential
estate was made. Discussions were held with the Head of Hospitality and
Events to identify the most appropriate Hall to close, and a combination
of low demand, operational challenges around Covid-19, and the potential
for operational efficiency gains at St Anselm led to the decision to close
the hall for 2020-21.

 

2.       The students holding offers for St Anselm for 2010-21 were
communicated with via email and made an alternative offer in a different
University catered hall. The teams at these alternative halls have been
made aware of the upset caused by the closure of St Anselm and every
effort will be made to both integrate the students with hall life in their
new accommodation, and to provide opportunities to get involved in the
JCR/Hall community and activities, as they might have done at St Anselm.
