FOI England (NHS ENGLAND), NHS England

Dear Mr Jones

Re:      Freedom of Information request (Our Ref: FOI-008281)

Thank you for your Freedom of Information (FOI) request dated 26 August
2015.

Your exact request was:-

“Please supply a list of all maternity services in England that have seen
a closure (temporary or permanent) or change from consultant- to
midwife-led since 2010.

Please note the temporary closures and date of closure and re-opening.
Please also note the reason for closure, e.g. staff shortages, finances,
restructuring.

Please also note any pending closures (temporary or otherwise)”

NHS England holds some of the information that you have requested.

Operational decisions about local services are made at a local level, from
proposals on long term reconfiguration of services to temporary changes or
closures. There are a range of reasons why maternity units could close,
however any units that have closed permanently since 2010 will be very
well publicised as expectant mothers need to be fully informed about their
birth options.

Any brief closures due to capacity constraints, staffing issues, infection
control etc. are not collected by NHS England and therefore we are unable
to provide this information. As such, you may wish to redirect your
enquiry to individual Clinical Commissioning Group (CCGs). You can find
CCG contact information on the NHS Choices website at the following web
link:

·         [1]http://www.nhs.uk/ServiceDirectories/Pag...

To assist you further, it is worth noting that all agreed future and
implemented service changes are available in the public domain, published
by the relevant CCGs and providers. Recent examples you may wish to review
include Chase Farm and King George Hospitals.

Temporary closures can happen for periods of days, weeks or months on
safety grounds, but permanent closures must follow due process and will be
subject to full public consultation. NHS England has a role in assuring
significant service change and on occasion a role as commissioners of
those services. There is an agreed process which all commissioners are
asked to adhere to and upon which they are assured.

Currently we have schemes in the following areas which may encompass a
maternity aspect. Some of these schemes are all still in very early stages
and the full scope of their proposals have not been finalised as yet.
Where there is a decision to proceed with significant service changes,
these proposals will go to public consultation before a final decision is
made. No assumptions should be drawn from this list that changes to
maternity services in those areas mentioned will definitely occur.
