closure of Independent Living Fund

Paul Taylforth made this Freedom of Information request to Sheffield City Council

This request has been closed to new correspondence from the public body. Contact us if you think it ought be re-opened.

The request was partially successful.

Dear Sheffield City Council,

Following the new decision by the Government to close the ILF
(Independent Living Fund) on June 30th 2015 and devolve funding to
Local Authorities, please could you answer the following
questions.

1: Will monies transferred from the closure of the ILF to your
local authority be ring fenced to ILF recipients in your area? If
no decision has yet been taken, what is the process and timescale
for this happening?

2: Please could you state the process and timescale for meeting
with current ILF recipients to prepare personal care plans for 1st
July 2015 onwards (bearing in mind the assessments at the Transfer
Review visits only indicate desired outcomes and do not produce an
actual care package).

3: Will you be making any special dispensation for allowing ILF
users to continue to employ their current & in many cases long
standing carers of many years, bearing in mind some may be paid a
higher rate than what LA's may usually advise and be family
members
too?

Many Thanks.

Yours faithfully,

Paul Taylforth

FOI, Sheffield City Council

Dear Paul Taylforth

Re: Freedom of Information Request – Reference FOI / 786

Thank you for your recent request for information regarding Closure of
Independent Living Fund, which we received on 15/09/2014.

Please find below, Sheffield City Council’s response to your request:

1: Will monies transferred from the closure of the ILF to your  local
authority be ring fenced to ILF recipients in your area? If  no decision
has yet been taken, what is the process and timescale  for this happening?
The decision has not yet been taken regarding the ring fencing of monies
to ILF recipients.  A timescale for the decision making process is yet to
be agree.

2: Please could you state the process and timescale for meeting  with
current ILF recipients to prepare personal care plans for 1st  July 2015
onwards (bearing in mind the assessments at the Transfer  Review visits
only indicate desired outcomes and do not produce an  actual care
package).
All ILF recipients will have a review, reassessment and new support plan
that will meet their needs.  This will be undertaken in a timely fashion.
A project group will be set up to ensure that this happens.

3: Will you be making any special dispensation for allowing ILF  users to
continue to employ their current & in many cases long  standing carers of
many years, bearing in mind some may be paid a  higher rate than what LA's
may usually advise and be family  members  too?
In terms of the matter of employing the same carers this will be looked at
on a case by case basis.  Many of the support providers are likely to be
ones already used by the local authority as all these service users will
also be having services funded by the local authority.  In terms of family
members as personal assistants, the authority has guidance that applies in
these cases, but there are no blanket rules and again these cases will be
looked at on a case by case basis.

I hope the information we have provided is of help to your enquiries.  If
you have any queries about this response, please do not hesitate to
contact us.

If you are unhappy with the response you have received in relation to your
request, you are entitled to have this reviewed.  You can ask for an
internal review by either writing to the above address or by emailing
[1][Sheffield City Council request email].

If you remain dissatisfied with the outcome of your internal review, you
can contact the Information Commissioners Office. The Information
Commissioner can be contacted at: The Information Commissioner's Office,
Wycliffe House, Water Lane, Wilmslow, Cheshire SK9 5AF, telephone 0303 123
113, or for further details see their website [2]www.ico.gov.uk
