Closure of Claims to UC Live Service from January 2018

Dear Department for Work and Pensions,

According to HB Bulletin U4/2017, the closure of the gateway to new claims for UC in live service areas will not affect new couples forming or couples who split up, as these are simply changes of circumstances, and not fresh claims.

However, under the rules in force for live service claimants (S.I. 2013/380, Reg. 9), the member of the couple who first informs UC about the splitting of the couple DOES technically make a new claim.
Similarly, the formation of a couple between one person who has been on UC and one who has not, is also a new claim (albeit treated automatically as making this claim).

Please can you send me any information held by the department legally allowing these claims to be made after the determination made on behalf of the SoS under Reg. 4 of the TP Regs to close the live service to all new claims from 1/1/2018.
